Progress towards Universal Health Coverage (UHC) requires making difficult trade-offs. In this journal, Dr. Margaret Chan, the WHO Director-General, has endorsed the principles for making such decisions put forward by the WHO Consultative Group on Equity and UHC. These principles include maximizing population health, priority for the worse off, and shielding people from health-related financial risks. But how should one apply these principles in particular cases and how should one adjudicate between them when their demands conflict? This paper by some (...) members of the Consultative Group and a diverse group of health policy professionals addresses these questions. It considers three stylized versions of actual policy dilemmas. Each of these cases pertains to one of the three principal dimensions of progress towards UHC: which services to cover first, which populations to prioritize for coverage, and how to move from out-of-pocket expenditures to pre-payment with pooling of funds. Our cases are simplified to highlight common trade-offs. While we make specific recommendations, our primary aim is to demonstrate both the form and substance of the reasoning involved in striking a fair balance between competing interests on the road to UHC. The goal of achieving Universal Health Coverage (UHC) can generally be realized only in stages. Moreover, resource, capacity and political constraints mean governments often face difficult trade-offs on the path to UHC. In a 2014 report, Making fair choices on the path to UHC, the WHO Consultative Group on Equity and Universal Health Coverage articulated principles for making such trade-offs in an equitable manner. We present three case studies which illustrate how these principles can guide practical decision-making. These case studies (...) show how progressive realization of the right to health can be effectively guided by priority-setting principles, including generating the greatest total health gain, priority for the worse off, and financial risk protection. Enactivism and ecological psychology converge on the relevance of the environment in understanding perception and action. On both views, perceiving organisms are not merely passive receivers of environmental stimuli, but rather form a dynamic relationship with their environments in such a way that shapes how they interact with the world. In this paper, I suggest that while enactivism and ecological psychology enjoy a shared specification of the environment as the cognitive domain, on both accounts, the structure of the environment, itself, (...) is unspecified beyond that of contingent relations with the species-typical sensorimotor capacities of perceiving organisms. This lack of specification creates a considerable gap in theory regarding the organization of organisms as coupled with their environments. I argue that this gap can be filled by drawing from resources in developmental systems theory, namely, specifying the environmental state-space as a developmental niche that shapes and is shaped by individual organisms over developmental and, on a population scale, evolutionary time. Defining the environment as an organism’s developmental niche makes it clearer how and why certain contingencies have arisen, in turn, strengthening a joint appeal to both enactivism and ecological psychology as theories asserting complementarity between organisms and their environments. The word ‘naturalism’ has a bewildering array of uses in philosophy. Roughly speaking, it connotes pro-scientific attitudes and approaches. This article introduces the subject of naturalism by sketching a history of pro-scientific attitudes and approaches in philosophy, from their origins in the early modern period through to the present day. It then distinguishes a number of distinct families of naturalism: metaphysical, logico-linguistic, epistemological, and methodological. The resulting taxonomy encompasses a plurality of loosely related views rather than a number of variations (...) on a single clear and unified theme. (shrink)

First published in Italian in 2008 and appearing here in English for the first time, _Janus's Gaze_ is the culmination of Carlo Galli's ongoing critique of the work of Carl Schmitt. Galli argues that Schmitt's main accomplishment, as well as the thread that unifies his oeuvre, is his construction of a genealogy of the modern that explains how modernity's compulsory drive to achieve order is both necessary and impossible. Galli addresses five key problems in Schmitt's thought: his relation to the (...) state, the significance of his concept of political theology, his readings of Machiavelli and Spinoza, his relation to Leo Strauss, and his relevance for contemporary political theory. Galli emphasizes the importance of passing _through_ Schmitt’s thought—and, more important, _beyond_ Schmitt’s thought—if we are to achieve insight into the problems of the global age. This chapter considers potential applications of grounding to the formulation of physicalism. I begin with an overview of competing conceptions of the physical and of physicalism. I then consider whether grounding physicalism overcomes well-known and seemingly fatal problems with supervenience physicalism. I conclude that while grounding physicalism improves upon supervenience physicalism in certain respects, it arguably falls victim to some of the same difficulties.

The history of biological systematics documents a continuing tension between classifications in terms of nested hierarchies congruent with branching diagrams (the ‘Tree of Life’) versus reticulated relations. The recognition of conflicting character distribution led to the dissolution of the scala naturae into reticulated systems, which were then transformed into phylogenetic trees by the addition of a vertical axis. The cladistic revolution in systematics resulted in a representation of phylogeny as a strictly bifurcating pattern (cladogram). Due to the ubiquity of character (...) conflict—at the genetic or morphological level, or at any level in between—some characters will necessarily have to be discarded ( qua noise) in favor of others in support of a strictly bifurcating phylogenetic tree. Pattern analysts will seek maximal congruence in the distribution of characters (ultimately of any kind) relative to a branching tree-topology; process explainers will call such tree-topologies into question by reference to incompatible evolutionary processes. Pattern analysts will argue that process explanations must not be brought to bear on pattern reconstruction; process explainers will insist that the reconstructed pattern requires a process explanation to become scientifically relevant, i.e., relevant to evolutionary theory. The core question driving the current debate about the adequacy of the ‘Tree of Life’ metaphor seems to be whether the systematic dichotomization of the living world is an adequate representation of the complex evolutionary history of global biodiversity. In ‘Questioning the Tree of Life’, it seems beneficial to draw at least four conceptual distinctions: pattern reconstruction versus process explanation as different epistemological approaches to the study of phylogeny; open versus closed systems as expressions of different kinds of population (species) structures; phylogenetic trees versus cladograms as representations of evolutionary processes versus patterns of relationships; and genes versus species as expressions of different levels of causal integration and evolutionary transformation. In the vast field of Roman Ingarden’s ontology, film seems to occupy very little space. Indeed, Ingarden dedicated only two short texts to it. This paper aims at reconstructing Ingarden’s theory of film by expanding on the intuitions and sketches presented in those texts, using Ingarden’s general inquiries on aesthetics and specific inquiries on various forms of art The paper first focuses on the mode of being of film, trying to elaborate the distinctions made by Ingarden between physical foundation, work (...) of art, and aesthetic object and elucidating the relations between film and reality. The paper then moves on to the investigation of silent pictures as an art of pure visibility, then to talking pictures, taking into consideration all the modifications induced by sound and music. Ontological and aesthetical considerations jointly underpin this attempt to show the richness and significance of Ingarden’s theories. (shrink)

Le psychologue français Alfred Binet est à l'origine du développement de tests mentaux destinés à diagnostiquer le « niveau intellectuel » des enfants. Initialement conçus comme des tests cliniques, leur importation aux États-Unis dans les années 1910 a considérablement modifié leur usage, leur portée pratique et leur interprétation. Devenus les instruments de politiques eugéniques ou héréditaristes, utilisés dans des processus de sélection de grande échelle, les tests ont transformé la conception que les psychologues se faisaient de l'intelligence: initialement conçue comme (...) multiforme et qualitative, elle est devenue une grandeur unique quantifiable. C'est dans ce contexte que le psychologue américain Louis Léon Thurstone, critiquant le manque de rigueur des méthodes statistiques utilisées dans les tests, a développé une nouvelle méthode permettant de disposer d'une unité et d'un zéro absolu pour la mesure (échelonnement) de l'intelligence. In this paper we study substantive assumptions in social interaction. By substantive assumptions we mean contingent assumptions about what the players know and believe about each other’s choices and information. We first explain why substantive assumptions are fundamental for the analysis of games and, more generally, social interaction. Then we show that they can be compared formally, and that there exist contexts where no substantive assumptions are being made. Finally we show that the questions raised in this paper are related (...) to a number of issues concerning “large” structures in epistemic game theory. (shrink)

Ainslie argues there are two main kinds of willpower: suppression, which is necessarily effortful, and resolve, which is not. We agree with the distinction but argue that all resolve is effortful. Alleged cases of effortless resolve are indeed cases of what Ainslie calls habits, namely stable results of prior uses of resolve.

This article sets out to improve our analytical understanding of the concept of “linking social capital.” Concretely, the article focuses on disaster contexts where the importance of linking social capital intensifies both for the vulnerable communities and for the local authorities concerned. Through an analysis of existing analytical practices, the article concludes that linking social capital is often subordinated to the two related social capital concepts of bonding and bridging, and that linking social capital is often exclusively defined and operationalized (...) based on expressions of organizational trust and participation. The article proposes a recalibration to encompass the political dynamics, and political survival theory is recommended as a way to address the hitherto underexplored governance dimension. Rather than using trust as the analytical pivot, this analytical entry point may facilitate a more nuanced understanding of the potential risks inherent in the relationships between local authorities and communities in disaster settings. In this paper, after presenting three challenges that any knowledge-based demarcation between science and non-science should meet, namely, the skeptical, triviality, and mimicry challenges, I show how a recent contender in epistemology, viz., presuppositional epistemic contextualism, allows these challenges to be met, hence pointing toward a novel solution to the perennial demarcation problem. Conceiving of scientific knowledge from the vantage point of contextualism forces us to consider science as being first and foremost a distinctive epistemological context, which has the peculiarity (...) of coming with a very high degree of stringency for the truth conditions of putative knowledge attributions. The fact that science imposes particularly stringent norms on knowledge is measured by the extension of the set of counterpossibilities that science is (i) in the business of eliminating on the basis of available evidence and (ii) ready to take seriously (insofar as they are consistent with the scientific community’s pragmatic presuppositions at a given time and place). Auteur d'une oeuvre considérable, Paul Ricoeur reste méconnu en tant que penseur politique. Pour la première fois, cet ouvrage procède au remembrement des fragments dispersés d'un projet qui aura constitué sans aucun doute l'une des préoccupations constantes du philosophe. Il considère les enjeux du pouvoir dans une extension inédite : sa conquête et son exercice, le vivre-ensemble dans la Cité, mais aussi les conditions de l'agir du citoyen, gardien de la démocratie. Le parti pris de penser le politique dans les (...) termes d'un "paradoxe" témoigne d'un refus méthodique du systématisme, qui fait le lit des totalitarismes. En associant deux thèses adverses également fondées, Ricoeur invite à les concilier, non par un savoir, mais dans la pratique. Récusant toute position de surplomb, il réplique au "mal politique" par l'espérance, l'ouverture au possible. Par rapport à l'économie et à la culture, il réaffirme l'autonomie du politique, qu'il articule à une "éthique démocratique", en sorte que le souhaitable oriente le possible. Ricoeur a le souci d'exposer la réflexion à l'événement pour mieux en saisir la portée à l'aune d'une anthropologie philosophique. Dans son sillage, l'auteur confronte cette pensée politique à la situation contemporaine, pour une mutuelle mise à l'épreuve d'où surgit une critique en creux de la raison néolibérale et une contribution potentielle aux débats du moment. Loin cependant de s'y cantonner, la proposition de Ricoeur invite à discerner dans la "dette sans faute", qui résulte pour chacun du fait d'être né, les ressources d'un agir poétique capable de surmonter le désenchantement des modernes. L'imagination, en inversant l'endettement en gratitude, peut raviver le sens du vivre-ensemble dans une "pratique de la fraternité". (shrink)

Entretiens, études, lettres, essais l'affrontent et s'y confrontent, tantôt avec gratitude et reconnaissance, tantôt avec réticence ou résistance, parfois avec hostilité. Les textes rassemblés émanent d'universitaires, d'intellectuels, d'écrivains qui interrogent sans complaisance une oeuvre essentielle qui n'a eu de cesse d'interpeller le présent. La diversité des auteurs sollicités (Sophie Calle, Michel Deguy, Philippe Dagen, Bernard Edelman, Nathalie Heinich, Michel Maffesoli, Philippe Petit, Anna Sauvagnargues, Bernard Stiegler, Jean-Baptiste Thoret...) était essentielle. Les analyses et les propos tenus par les uns et les autres dialoguent librement avec cette pensée exigeante, féconde, souvent déroutante. Toujours en mouvement, Baudrillard voulait "promouvoir un commerce clandestin des idées, de toutes les idées irrecevables, des idées imprenables". Ce livre répond à cette exigence radicale. (shrink)

M. Forti and F. Honsell showed in [4] that the hyperuniverses defined in [2] satisfy the anti-foundation axiom X1 introduced in [3]. So it is interesting to study the axiom AFA, which is equivalent to X1 in ZF, introduced by P. Aczel in [1]. We show in this paper that AFA is inconsistent with the theory GPK. This theory, which is first order, is defined by E. Weydert in [6] and later by M. Forti and R. Hinnion in [2]. It (...) includes all general hyperuniverses as defined in [5]. Dans cet article, je montre que quatre normes de rationalité associées aux intentions peuvent être déduites de normes similaires s’appliquant aux acceptations en contextes délibératifs, un type d’état mental apparenté mais irréductible aux croyances par lequel un agent tient certains faits pour acquis lorsqu’il délibère. Je montre que cette approche, que je nomme le pragmatisme hybride, évite certaines limitations de l’approche la plus prisée dans la littérature, le cognitivisme, et qu’en comparaison avec les approches purement pragmatistes, principales rivales du cognitivisme, (...) le pragmatisme hybride rend mieux justice à nos intuitions relatives aux normes associées aux intentions. Je montre enfin que le pragmatisme hybride permet d’expliquer comment les intentions influencent le raisonnement pratique, et de ce fait, comblent un vide important dans les théories contemporaines.In this paper, I show that four normative requirements on rational intentions follow from similar requirements on acceptations in deliberative contexts, a type of mental state close but irreducible to beliefs by which agents take some facts for granted in deliberation. I show that this approach, which I call hybrid pragmatism, avoid shortcomings of cognitivism, one of the most prominent one in the literature. I show furthermore that in comparison with purely pragmatist approaches, the main rivals of cognitivism, an hybrid form of pragmatism makes better justice to our intuitions regarding the sources of the normative requirements on rational intentions, and that it allows for understanding how intentions influence practical reasoning. Most objections to atheism focus on the evidence that we have to be theists or on the purported effect that atheism has on our moral behaviour. Could it be in our own interests to believe in God and, if so, do the prudential reasons we have for believing in God constitute a different kind of objection to atheism? In this chapter, I focus on this question. I argue that in order for prudential objections to atheism to get off the ground, (...) we must believe that we can have prudential reasons for and against believing things. I argue that a modest version of this view is more plausible than it may initially seem. I consider two kinds of prudential reasons for belief: personal benefits like consolation, health, and community; and Pascal's contention that we are more likely to experience an infinitely good afterlife if we believe in God. In this paper I study intentions of the form, that is, intentions with a we-content, and their role in interpersonal coordination. I focus on the notion of epistemic support for such intentions. Using tools from epistemic game theory and epistemic logic, I cast doubt on whether such support guarantees the other agents' conditional mediation in the achievement of such intentions, something that appears important if intentions with a we-content are to count as genuine intentions. I then formulate a stronger version (...) of epistemic support, one that does indeed ensure the required mediation, but I then argue that it rests on excessively strong informational conditions. In view of this I provide an alternative set of conditions that are jointly sufficient for coordination in games, and I argue that these conditions constitute a plausible alternative to the proposed notion of epistemic support. In his novels B. E. Ellis depicts a generation of bewildered rich young people, who live the easiest of lives, in a wealthy background as one can see in everyday American shows. But they actually suffer from the excess of things, products, luxury; the result for them is that the overall meaning of life is lost. Fink’s phenomenology gives us the interpretation for this nihilistic experience. Humanity is depressed as far as the world is forgotten. Forgetting the world is even (...) more scandalous and serious than the disregard of Being that Heidegger condemns. B. E. Ellis applies the method of reduction: he makes the epoché of the container-world. Consequently, we learn that the idea of the world is the condition for unity, coherence and direction as shows Fink’s Welt und Endlichkeit: Humanity when devoid of the totality (as a synonym for world) is absolutely devoid of meaning. The Cosmos-container comes before Being or the beings (as simple contents). World is the radical source for all data. With the arguments of Fink’s book Spiel als Weltsymbol, we may understand why Ellis’ characters strain to rebuild a world, with their new religion of trade marks and name dropping. But holy objects of consumption and luxury can’t produce an authentic world. (shrink)

Le projet de recherche collaborative intitulé TRACS ( Transatlantic Cultures. Cultural Histories of the Atlantic World 18th – 21st Centuries ) vise à élaborer une plate-forme numérique encyclopédique afin de mettre en œuvre une histoire des circulations culturelles dans l’espace atlantique à l’époque contemporaine dans une perspective pluridisciplinaire associant historiens, anthropologues, sociologues, géographes, musicologues, spécialistes de littérature, d’arts, de théâtre ou encore de cinéma. Si le premier objectif du projet est de décrypter l’économie complexe des échanges entre l’Europe, l’Afrique et (...) les Amériques entre la fin du XVIII et le début du XXI siècles en partant du postulat selon lequel le monde atlantique a été un laboratoire privilégié de la mondialisation culturelle, il propose également une réflexion sur les processus identitaires et les frontières qui ont contribué à l’établissement et à la reconfiguration des grandes aires culturelles, ainsi que sur les régimes circulatoires des pratiques, des savoirs et des représentations d’une rive à l’autre de l’océan sur le temps long des 250 dernières années. Pour mener à bien notre démonstration, nous aborderons trois aspects essentiels : le premier tient à la définition même de l’espace atlantique, à ses lignes de forces et à ses frontières ; le second concerne les temporalités de son histoire, longtemps restreinte à l’époque moderne ; le troisième relève des objets étudiés et de la spécificité de l’histoire culturelle, conçue comme une histoire sociale des représentations, des pratiques et des productions symboliques, face à des approches de nature géopolitique et aux Cultural Studies. This article focuses on the problem of oratorical attention as it was formulated and transmitted by medieval theologians. Since a continuous attention is humanly impossible and the degradation of attention inevitable, how can one ensure the moral and religious value of prayer? The notion of virtual attention is an answer to that problem, allowing a certain persistence of attention within distraction itself. The article focuses on the building of this notion in Thomas Aquinas and on its more systematic development in (...) This paper revitalizes the debate of an ethics of contemporary famine. Famine constitutes a distinct development challenge that has only received moderate public and academic attention. Singer’s Famine Relief Argument from 1972 emphasizing a strong obligation of charitable benevolence towards victims of famine, for example, continues to constitute the dominant ethical principle of famine. The paper argues this revisionary principle still constitutes a strong and convincing ethical argument. However, the dynamics of contemporary famine makes it necessary to expand this ethical (...) obligation outside the realm of pure philanthropy. Concretely, the paper argues for the obligation of criminalizing famine and prosecuting the perpetrators of famine that have either callously allowed famine to unfold or have intentionally created and exacerbated the conditions for famine. While such an obligation is not void of ethical dilemmas, a famine ethics relying on obligations of charity as well as obligations of criminal prosecution constitutes a superior ethical principle for the alleviation of famine. Peu après l'arrivée des Britanniques à Chypre, dans l'été de 1878, deux envoyés de l'École française d'Athènes, Mondry Beaudouin (1852-1928) et Edmond Pottier (1855- 1934), viennent dans l'île pour une exploration épigraphique et linguistique. On étudie ici les résultats de ce voyage, qui a fait connaître un bon nombre d'inscriptions (alphabétiques et syllabiques). Outre les articles publiés, on a pu consulter un mémoire inédit, rédigé en 1879 et conservé dans les archives de l'École à Athènes. En appendice, étude de quelques (...) antiquités du village de Tremetousha (ancienne Trémithous) et, notamment, d'une inscription sur mosaïque découverte en 1966 dans l'église du monastère local de St-Spyridon. Dans la région paphienne, le village d 'Amargetti (nom antique inconnu) a fourni à diverses reprises des antiquités et des inscriptions, des fouilles régulières n'ayant été exécutées qu'en 1888 (D. G. Hogarth). On reprend ici l'ensemble du dossier, en donnant un petit corpus des inscriptions (23 au total). Il s'agit surtout de dédicaces à un dieu local nommé Opaon Melanthios, sans doute une figure rustique, qui n'est pas connue par ailleurs et qui n'a certainement rien à faire avec Pan.

Le dernier recueil des lamelles de plomb inscrites de Styra (Va) a été donné dans IG XII 9, volume de 1915. Depuis cette date, ces petits documents n'ont pas attiré l'attention. Or, ils sont dispersés dans plusieurs musées, s'ils ne se sont pas désintégrés. On donne ici un essai de bilan pour les principales séries : à Athènes, Musée National, groupe assez bien conservé ; à Bâle, pièces qui ont disparu ; à Paris, Musée du Louvre, une douzaine sont conservées; (...) jadis à Paris, collection Waddington, pièces inaccessibles depuis longtemps; à Halle (Allemagne), une trentaine de pièces au Musée de l'Université. Σχολιασμένος κατάλογος τών 43 ελληνικών επιγραφών πού μεταφέρθηκαν τό 1918 καί τό 1929 στό Μουσείο του Λούβρου, πολλές άπό τίς όποιες είχαν θεωρηθεί χαμένες. 'Επανεξέταση τής επιτύμβιας αττικής επιγραφής IG Ρ, 1084 του Φρύγιου Μάννη καί επανέκδοση τής αφιερωματικής επιγραφής άπό τήν Κύπρο CIG, 2641 στό Δία Κεραύνιο. Κατάλογος τών ελληνικών επιγραφών πού έχουν μείνει στό Cabinet des Médailles, εκτός άπό αυτές τής συλλογής Frochner.

À l'occasion de la publication récente d'inscriptions trouvées dans l'île d'Issa (moderne Vis), en Dalmatie, on revient sur divers documents d'Issa plus ou moins bien connus, et sur la grande inscription des colons d'Issa établis à Kerkyra Melaina (moderne Korcula). Étude des anthroponymes grecs et des noms peu nombreux qui sont susceptibles d'une origine «illyrienne».
