Invited Lecture at the SRM ACM Student Chapter, India, on Cognitive Heuristics for Commonsense Thinking and Reasoning in the next generation Artificial Intelligence. The lecture proposes a historical and technical overview of strategies for commonsense reasoning in AI.

ACMES is a multidisciplinary conference series that focuses on epistemological and mathematical issues relating to computation in modern science. This volume includes a selection of papers presented at the 2015 and 2016 conferences held at Western University that provide an interdisciplinary outlook on modern applied mathematics that draws from theory and practice, and situates it in proper context. These papers come from leading mathematicians, computational scientists, and philosophers of science, and cover a broad collection of mathematical and philosophical topics, including (...) numerical analysis and its underlying philosophy, computer algebra, reliability and uncertainty quantification, computation and complexity theory, combinatorics, error analysis, perturbation theory, experimental mathematics, scientific epistemology, and foundations of mathematics. By bringing together contributions from researchers who approach the mathematical sciences from different perspectives, the volume will further readers' understanding of the multifaceted role of mathematics in modern science, informed by the state of the art in mathematics, scientific computing, and current modeling techniques. The Association for Computing Machinery's Committee on Professional Ethics has been charged to execute three major projects over the next two years: updating ACM's Code of Ethics and Professional Conduct, revising the enforcement procedures for the Code, and developing new media to promote integrity in the profession. We cannot do this alone, and we are asking SIGCAS members to volunteer and get involved. We will briefly describe the rationale and plan behind these projects and describe opportunities to get involved.

This paper proposes a formal account of AI trustworthiness, connecting both intrinsic and perceived trustworthiness in an operational schematization. We argue that trustworthiness extends beyond the inherent capabilities of an AI system to include significant influences from observers' perceptions, such as perceived transparency, agency locus, and human oversight. While the concept of perceived trustworthiness is discussed in the literature, few attempts have been made to connect it with the intrinsic trustworthiness of AI systems. Our analysis introduces a novel schematization to (...) quantify trustworthiness by assessing the discrepancies between expected and observed behaviors and how these affect perceived uncertainty and trust. The paper provides a formalization for measuring trustworthiness, taking into account both perceived and intrinsic characteristics. By detailing the factors that influence trust, this study aims to foster more ethical and widely accepted AI technologies, ensuring they meet both functional and ethical criteria. (shrink)

A theory of analogical mapping between source and target analogs based upon interacting structural, semantic, and pragmatic constraints is proposed here. The structural constraint of isomorphism encourages mappings that maximize the consistency of relational corresondences between the elements of the two analogs. The constraint of semantic similarity supports mapping hypotheses to the degree that mapped predicates have similar meanings. The constraint of pragmatic centrality favors mappings involving elements the analogist believes to be important in order to achieve the purpose for (...) which the analogy is being used. The theory is implemented in a computer program called ACME (Analogical Constraint Mapping Engine), which represents constraints by means of a network of supporting and competing hypotheses regarding what elements to map. A cooperative algorithm for parallel constraint satisfaction identities mapping hypotheses that collectively represent the overall mapping that best fits the interacting constraints. ACME has been applied to a wide range of examples that include problem analogies, analogical arguments, explanatory analogies, story analogies, formal analogies, and metaphors. ACME is sensitive to semantic and pragmatic information if it is available, and yet able to compute mappings between formally isomorphic analogs without any similar or identical elements. The theory is able to account for empirical findings regarding the impact of consistency and similarity on human processing of analogies. (shrink)

Inother areas, such as obscenity onbulletin-board systems, the Code is silent. Aninteractive software program which allows theuser to see the ways in which the Code isintegrated and instructive in the six-stepmoral decision-making process is accessible viathe internet. Our secondary purpose is toreformulate the Code as a set of questionswhich allow the computing professional to seepractices which diminish the human person asunethical and those which enhance the humanperson as ethical. In this paper we present Drama, a distributed model of analogical mapping that integrates semantic and structural constraints on constructing analogies. Specifically, Drama uses holographic reduced representations (Plate, 1994), a distributed representation scheme, to model the effects of structure and meaning on human performance of analogical mapping. Drama is compared to three symbolic models of analogy (SME, Copycat, and ACME) and one partially distributed model (LISA). We describe Drama's performance on a number of example analogies and assess the model in (...) terms of neurological and psychological plausibility. We argue that Drama's successes are due largely to integrating structural and semantic constraints throughout the mapping process. First published in 1917 and 1918, with a second edition in 1946, this is the first English translation of Santi Romano's classic work, L'ordinamento giuridico. The main focus of The Legal Order is the notion of institution, which Romano considers to be both the core and distinguishing feature of law. After criticising accounts of the nature of law centred on notions of rule, coercion or authority, he offers a compelling conception, not merely of law as an institution, but of the (...) institution as 'the first, original and essential manifestation of law'. Romano advances a definition of a legal institution as any group who share rules within a bounded context: for example, a family, a firm, a factory, a prison, an association, a church, an illegal organisation, a state, the community of states, and so on. Therefore, this understanding of legal institutionalism at the same time provides a ground-breaking theory of legal pluralism whereby 'there are as many legal orders as institutions'. The acme of a jurisprudential current long overlooked in the Anglophone environment, The Legal Order not only proposes what Carl Schmitt described as a 'very significant theory', but, more importantly, it offers precious insights for a thorough rethinking of the relationship between law and society in today's world. Practices such as mindfulness, introspection, and self-reflection are known to have positive short and long-term effects on health and well-being. However, in today's modern, fast-paced, technological world tempted by distractions these practices are often hard to access and relate to a broader audience. Consequently, technologies have emerged that mediate personal experiences, which is reflected in the high number of available applications designed to elicit positive changes. These technologies elicit positive changes by bringing users' attention to the self—from technologies that show (...) representation of quantified personal data, to technologies that provide experiences that guide the user closer in understanding the self. However, while many designs available today are either built to support or are informed by these aforementioned practices, the question remains: how can we most effectively employ different design elements and interaction strategies to support positive change? Moreover, what types of input and output modalities contribute to eliciting positive states? To address these questions, we present here a state of the art scoping review of immersive interactive technologies that serve in a role of a mediator for positive change in users. We performed a literature search using ACM Digital Library, Web of Science, IEEE Xplore, and Design and Applied Arts Index (beginning of literature—January 1, 2018). We retrieved English-language articles for review, and we searched for published and unpublished studies. Risk of bias was assessed with Downs and Black 26-item QAT scale. We included 34 articles as relevant to the literature, and the analysis of the articles resulted in 38 instances of 33 immersive, interactive experiences relating to positive human functioning. Our contribution is three-fold: First we provide a scoping review of immersive interactive technologies for positive change; Second, we propose both a framework for future designs of positive interactive technologies and design consideration informed by the comparative analysis of the designs; Third, we provide design considerations for immersive, interactive technologies to elicit positive states and support positive change. In the popular imagination, the relevance of Turing's theoretical ideas to people producing actual machines was significant and appreciated by everybody involved in computing from the moment he published his 1936 paper ‘On Computable Numbers’. Careful historians are aware that this popular conception is deeply misleading. We know from previous work by Campbell-Kelly, Aspray, Akera, Olley, Priestley, Daylight, Mounier-Kuhn, Haigh, and others that several computing pioneers, including Aiken, Eckert, Mauchly, and Zuse, did not depend on Turing's 1936 universal-machine concept. Furthermore, (...) it is not clear whether any substance in von Neumann's celebrated 1945 ‘First Draft Report on the EDVAC’ is influenced in any identifiable way by Turing's work. This raises the questions: When does Turing enter the field? Why did the Association for Computing Machinery honor Turing by associating his name to ACM's most prestigious award, the Turing Award? PurposeThe purpose of this paper is to study the ethical behaviour of Muslim IT professionals in an attempt to stop many unethical practices such as software piracy, software intellectual property violations and general software development.Design/methodology/approachThis study examines the computer ethical principles presented in the Association for Computing Machinery code of conduct from an Islamic point of view through studying some relevant verses of The Holy Quran and Hadiths of Prophet Mohammed. An evaluation of the benefits of this newly proposed Islamic (...) computer code of ethics is presented by surveying how IT students, IT professionals and software house owners would adhere to it. The evaluation was carried out by teaching different groups of participants aspects of the ACM code of conduct and the proposed Islamic computer ethics code and then surveying their opinions by a questionnaire.FindingsThe study demonstrates that teaching computer ethics in general, and computer ethics from an Islamic point of view in particular, clearly contributes to ethical behaviour of Muslim IT professionals with regards to software development issues.Research limitations/implicationsIt is not possible to put participants through real life scenarios and practically observe how they would react to different ethical situations. The empirical research thus relies on what participants said they would do.Practical implicationsThe newly developed Islamic code of computer ethics and its proposed implementation method can be utilised by organisations for their benefit.Originality/valueThe study is the first to address the issue of computer ethics and Islam for IT professionals. This paper presents a first Islamic computer code of ethics and presents a methodology for applying it. The four principles approach to biomedical ethics (4PBE) has, since the 1970s, been increasingly developed as a universal bioethics method. Despite its wide acceptance and popularity, the 4PBE has received many challenges to its cross-cultural plausibility. This paper first specifies the principles and characteristics of ancient Chinese medical ethics (ACME), then makes a comparison between ACME and the 4PBE with a view to testing out the 4PBE's cross-cultural plausibility when applied to one particular but very extensive and prominent cultural context. (...) The result shows that the concepts of respect for autonomy, non-maleficence, beneficence and justice are clearly identifiable in ACME. Yet, being influenced by certain socio-cultural factors, those applying the 4PBE in Chinese society may tend to adopt a "beneficence-oriented", rather than an "autonomy-oriented" approach, which, in general, is dissimilar to the practice of contemporary Western bioethics, where "autonomy often triumphs". Fen eğitimi, bilim, bilimin doğası ve bilim uygulamaları hakkında düşünceler geliştirmeye odaklanarak fen öğrenimi için gerekli olan beceri ve anlayışın geliştirilmesini amaçlamaktadır. Fen eğitiminin temel amaçlarından biri bilimin gerçek doğasının tespit edilmesi ve bu doğrultuda bir eğitim modelinin belirlenmesidir. Bu çerçevede Kuhn’un bilim tarihine yönelik incelemeleri neticesinde ileri sürdüğü paradigma kavramı bilimin doğası ve fen eğitimi konusundaki görüşlerin değişimine yol açmıştır. Science education aims to develop the skills and understanding necessary for science learning, with a focus on developing ideas about science and the nature of science. One of the main purposes of science education is to determine the true nature of science and to determine an education model in this direction. In this context, the concept of paradigm, which Kuhn put forward as a result of his studies on the history of science, has led to a change in views on the nature of science and science education. For Kuhn, science education is the process of conveying the paradigm underlying the current way of doing science to scientists and students because science education is possible only in the normal science period. Kuhn’s educational model is carried out through students who repeatedly try to solve puzzles or problems encountered in relation to the current paradigm. Kuhn’s understanding of science education is seen by Karl Popper, John Watkins and Richard Bailey as a rigid, conservative, dogmatic and indoctrinational education approach with the claim that it prevents critical thinking. In this context, the article primarily examines Kuhn’s thoughts on science education and the reflections of these thoughts in the field of education. Then, it is argued that Kuhn’s views on science education are not dogmatic as claimed, he does not emphasize indoctrination, and that such interpretations cannot go beyond a radical approach. Finally, in the article, it is emphasized that Kuhn’s understanding of science education should be evaluated only as a description of science education. (shrink)

Stuart M. Shieber’s name is well known to computational linguists for his research and to computer scientists more generally for his debate on the Loebner Turing Test competition, which appeared a decade earlier in Communications of the ACM. 1 With this collection, I expect it to become equally well known to philosophers.

Management information system (MIS) professionals have a central role in technology development, determining how technology is used in organizations, and the effects it has on clients and society. MIS stakeholders have expressed concern regarding MIS professional's role in computer crime, and security of electronically stored information. It is recognized that MIS professionals must make decisions based on their professional ethics. The Association for Computing Machinery (ACM) and the Data Processing Management Association (DPMA) have developed codes of ethics to help guide (...) practitioners with ethical professional decision making. In this study, a model was developed from the combined ACM and DPMA codes of ethics and used in the construction of a survey instrument. The survey was conducted using public sector MIS professionals, and findings relative to the influences that codes of ethics, ethical enforcement systems, and membership in professional organizations has on ethical perception were studied. In addition, the influence that ethical obligation to particular constituencies had on respondents' ethical attitudes was also investigated. The study indicated that ethical obligation of public sector MIS professionals is stronger for management and employers than for peers, society, or clients. (shrink)

Therefore, the source of all information that is not based on observation and mutawatir khabars. The part that expresses certain information in the news is mutawatir.One of the scholars who discussed the details of the news in the Hijri 4th century and took a detailed view of it in his works is Qādi Abd al-Jabbar (415/1025). He has opened independent titles in his works on the value of news and knowledge of the news, and has based his views on this subject in various ways, using the methods of Islam as the basic sources of Islam, using the methods of intelligence and transportation against the Sumenians who do not accept the news as a source of information and Berahime who do not accept the prophethood of the prophethood. He was the advocate of ân, Sunnah and icma.In this study, the modest theory of Qādi Abd al-Jabbar is emphasized. His views were based on his work, al-Mughni, which had an encyclopedic identity. Qâdi, tried to put the modest news on a rational basis both in order to combat those who do not see the news as a source of information and to base the basic sources of Islam. In the 1760s, the international debate on the solution to determining longitude at sea is at its acme. Two solutions emerge, the mechanical and the astronomical ones. The Portuguese mathematician and astronomer José Monteiro da Rocha (1734–1819) is well aware of that debate. For him, Harrison’s No. 4 marine timekeeper cannot be seen as a solution. The desirable solution could only be astronomical. In a manuscript from c. 1765, which unfortunately he fails to publish, Monteiro da Rocha is very critical (...) of Lacaille's lunar-distance method (1759) and proposes another one. In this paper, we intend to analyse Monteiro da Rocha’s criticisms and proposals, trying to understand how this manuscript fits into the international longitude debate and the Portuguese scientific scenario at the time. Concurrently, we will re-examine the classical historiography around the English vs. French priority proposal of the lunar-distance method, purging it from its mythologies to shift it towards a more open, less linear history. This paper repudiates Manuel Vargas’s attempt to supplant the traditional moral influence theory of responsibility with his ‘agency cultivation model’. By focusing on fostering responsiveness to moral considerations, ACM purports to avoid the chief pitfalls of MIT. However, I contend that ACM is far less distinctive than it initially appears and so possesses all of MIT’s defects. I also assail Vargas’s counterfactual test for assessing whether a wrongdoer can respond to moral considerations. It is argued that the counterfactual test is (...) epistemically redundant because it can only be fleshed out once we have settled the issues it is supposed to resolve. Moreover, it tacitly inverts the relation between freedom and responsibility—we cannot attribute free will to wrongdoers unless we have already established their blameworthiness. The upshot of this is that enquiries into an agent’s freedom are irrelevant to the ethics of holding her responsible. (shrink)

We present an infinite-game characterization of the well-founded semantics for function-free logic programs with negation. Our game is a simple generalization of the standard game for negation-less logic programs introduced by van Emden [M.H. van Emden, Quantitative deduction and its fixpoint theory, Journal of Logic Programming 3 37–53] in which two players, the Believer and the Doubter, compete by trying to prove a query. The standard game is equivalent to the minimum Herbrand model semantics of logic programming in the sense (...) that a query succeeds in the minimum model semantics iff the Believer has a winning strategy for the game which begins with the Doubter doubting this query. The game for programs with negation that we propose follows the same rules as the standard one, except that the players swap roles every time the play “passes through” negation. We start our investigation by establishing the determinacy of the new game by using some classical tools from the theory of infinite-games. Our determinacy result immediately provides a novel and purely game-theoretic characterization of the semantics of negation in logic programming. We proceed to establish the connections of the game semantics to the existing semantic approaches for logic programming with negation. For this purpose, we first define a refined version of the game that uses degrees of winning and losing for the two players. We then demonstrate that this refined game corresponds exactly to the infinite-valued minimum model semantics of negation [P. Rondogiannis,W.W. Wadge, Minimum model semantics for logic programs with negation-as-failure, ACM Transactions on Computational Logic 6 441–467]. Despite what one may be led to believe by breathless reports in the media, the acme of misery in America is not the woes, financial and otherwise, of Donald Trump and Michael Jackson. People lose their jobs, have their assets drained by reversals of fortune, suffer from illiteracy, malnutrition, lack of shelter, and other mishaps. The circumstances in which they find themselves are genuinely distressing. It would be an odd understanding indeed that failed to find these circumstances directly relevant to (...) what morality asks of us. If morality is to count for anything, then surely it must take notice of exigent need. This is not merely the deliverance of a late twentieth-century Western moral consciousness massaged by the blessings of comparative affluence and graced with a newfound awareness of social justice. All traditional ethical codes of which I am aware, sacred and secular, demand that one take the distress of one's neighbor as bearing on one's own activities. “Am I my brother's keeper?” is the question; the well-nigh universal answer is “Yes.” The disposition to be moved by and respond to distress is the virtue ofcharity. I live in Seattle, the city which last Fall was host to two major international conferences of interest to science fiction readers: The Annual International IEEE Symposium on Virtual Reality (VRAIS- 93) and The 5th ACM Conference on Hypertext (Hypertext-93). I was able to attend both conferences, and I'll use this column to provide an overview of what I learned there.

Adorno ve Horkheimer’a göre spekülatif felsefeye yönelik gerçekleştirilen bu saldırı, Aydınlanma’nın dili mitostan arındırma çabalarının doruk noktasıdır. Onlara göre analitik dil felsefesinin olgucu filozoflarının felsefelerinde dilin anlam taşımasına müsaade edilmemekte ve yalnızca gösterge işlevi dikkate alınmaktadır. Dil, bir formül olarak katılaşarak soyutlaşmakta ve formüle uymayan her düşünce solup gitmektedir. Bu anlayış, spekülatif felsefe geleneğindeki felsefi sistemlerin unsurları olan etik, estetik, yaşamın anlamı gibi konuların felsefeden tasfiye edilmesine yol açmıştır. Adorno ve Horkheimer’a göre varlık alanındaki niteliksel farklılıkların göz ardı edilmesi, insanın şeyleşmesi ve kendi özüne yabancılaşmasına sebep olmuş, bireyin gizilgüçlerini kaybettiği bu ortamda toplumsal dönüşümün imkanı da ortadan kalkmıştır. Zbigniew Herbert studied philosophy at the Nicolaus Copernicus University in Toruń in the years 1949–1951 and attended seminars conducted by prof. Henryk Elzenberg, whose philosophical stance had a relevant impact on the poet’s oeuvre. This work analyses Stoic heritage present in the works of both the Philosopher and the Poet, as well as presents the axiological system of Elzenberg and its meaning for the attitude of “Mr. Cogito”. Elzenberg, following Seneca, divided values into the utilitarian and perfect ones, where the (...) latter possessed the quality of dignitas (“nobleness”). The perfect values referred to the Greek notion of kalokagathia and they were of primary importance in the creation of high culture that constituted the sphere of human dignity and freedom as opposed to the existential dread, indifference of nature or historical necessity. Herbert shared his Master’s stand on the meaning of culture and the table of values in human life, which is depicted, inter alia, in the poem dedicated to the Professor To Henryk Elzenberg on the Centenary of His Birth. Elzenberg claimed that axiologization the the world equals its substantialization. Finally, the acme of his axiology became natural mysticism and the source of perfect value the “transempirical” reality which Elzenberg used to call “the Undefined”. The Professor was distanced and sceptical towards the world and society. Herbert, on the other hand, remained faithful to the Christian heritage with its confirmation of the world as it is, as well as the everyday human reality, which he treated with sympathy and uderstanding, according to the idea of Christian agape. The Life of Wisdom in Rousseau's "Reveries of the Solitary Walker" is the first complete exegesis and interpretation of Rousseau's final and culminating work, showing its full philosophic and moral teaching. The Reveries has been celebrated as a work of literature that is an acknowledged acme of French prose writing. Thomas L. Pangle argues that this aesthetic appreciation necessitates an in-depth interpretation of the writing's complex and multileveled intended teaching about the normatively best way of life—and how essential this is (...) for a work that was initially bewildering. Rousseau stands out among modern political philosophers in that he restored, to political philosophy, what Socrates and his students (from Plato and Xenophon through Aristotle and the Stoics and Cicero) had made central—and that the previous modern, Enlightenment philosophers had eclipsed: the study of the life and soul of the exemplary, independent sage, as possessor of "human wisdom." Rousseau made this again the supreme theme and source of norms for political philosophy and for humanity's moral as well as civic existence. In his analysis of The Reveries, Pangle uncovers Rousseau's most profound exploration and articulation of his own life, personality, soul, and thought as "the man of nature enlightened by reason." He describes, in Rousseau's final work, the fullest embodiment of the experiential wisdom from which flows and to which points Rousseau's political and moral philosophy, his theology, and his musical and literary art. Türk ve İslam tarihinin kırılma noktalarından birisi 1040 yılında Selçuklular ile Gazneliler arasında cereyan eden Dandanakan Savaşı’dır. Savaşın ardından Selçuklular hızlı bir yükselişle özellikle Sünnî İslam coğrafyasında etkin ve belirleyici güç haline gelmiştir. Göçebe kültürden gelen ve bir oba hüviyetinde iken çok kısa bir sürede önlenemez bir şekilde hâkimiyet alanını Türkistan coğrafyasından Anadolu içlerine kadar genişleten Büyük Selçuklu Devleti, kurumsal olarak da olgunlaşmaya başlamıştır. Bu noktada hem merkezi yönetimde hem de vilayetlerde ortaya çıkan yetişmiş eleman ihtiyacını birçoğu daha önce Gazneli (...) devlet teşkilatında görev yapmış Fars asıllı devlet adamları karşılamıştır. Bu isimlerden birisi de ileride Nizâmülmülk adıyla şöhret bulacak ve namı isminin önüne geçecek olan Hasan b. Alî b. İshâk et-Tûsî’dir. Nizâmülmülk, devlet gücünün askeri alanda elde edilen zaferlere endekslendiği bir dönemde askerî, idarî, ilmî ve ekonomik alanda attığı adımlar ve aldığı tedbirlerle Büyük Selçuklu Devleti’nin kurumsallaşmasında son derece etkin bir isim olmuştur. Bu etkinlik neticesinde hem halk hem de devlet adamları nezdinde saygın bir yer edinmiştir. Bu çalışma çerçevesinde Nizâmülmülk’ün devlet bürokrasisi içerisindeki konumuna, hükümdar ve hanedan üyeleri ile olan ilişkilerine ve vezirlik sürecinde attığı adımların Selçuklu tarihine yansımalarına değinilecektir. Özet: Devlet kademesinde görev almaya Gazneliler Devleti’nin Horasan Valisi Ebü’l-Fazl Sûrî’nin yanında başlayan Nizâmülmülk, Horasan Bölgesi’nin Selçukluların kontrolüne geçmesiyle birlikte hizmetlerine Selçuklu Devleti’nde devam etmiştir. Çağrı Bey’in hizmetinde rüştünü ispat eden Nizâmülmülk, Çağrı Bey’in en güvendiği isimlerden biri haline gelmiştir. Öyle ki, Çağrı Bey ileride önce Horasan’ın sonrasında tüm Selçuklu yurdunun yönetimini üstlenecek olan oğlu Alparslan’ı Nizâmülmülk’e emanet etmiş, oğluna da Nizâmülmülk’ü bir baba olarak kabul etmesini, ona muhalefet etmemesini öğütlemiştir. Alparslan, babasının tavsiyeleri ve üvey kardeşi Süleyman ile giriştiği taht mücadelesinde gösterdiği yararlılık münasebetiyle devletin en önemli idari görevi olan vezirlik makamını Nizâmülmülk’e tevdi etmiştir. Bu dönemden itibaren vefatına kadar, yaklaşık 30 yıl kesintisiz bir süreyle Büyük Selçuklu Devleti’nin vezirliğini yapmış ve V./XI. yy.’ın ikinci yarısından itibaren Büyük Selçuklu siyasetinin en etkin figürü haline gelmiştir. Melikşah’ın tahta geçebilmesinin Nizâmülmülk ile ilişkilendirilmesi, onun döneminde elde edilen başarıların ve devlet sisteminin düzenlenmesi, şehirlerin imarı, ekonominin güçlenmesi gibi ülke içerisinde yaşanan olumlu gelişmelerin Nizâmülmülk’ün marifetiyle gerçekleştirildiğinin dillendirilmesi, Tanrı tarafından yeryüzünü yönetmek ve inşa etmek için seçildiği düşünülen bir sultan varken bir vezirin devlet için nimet olarak gösterilmesi sultanın vezirine bakışını etkilemiştir. Bu noktada üzerinde durulması gereken hususlardan birisi de Nizâmülmülk’ün kendisini nasıl gördüğü ve devlet içerisinde kendini nerede konumlandırdığıdır. Nizâmülmülk’ün Sultan Melikşah’a verdiği bir cevapta devletin geldiği noktayı ve sultanın mevcudiyetini kendi varlığıyla eşleştirmesi, tarihinin gördüğü en yetenekli vezirlerden biri olan Nizâmülmülk’ün özgüveninin son derece yüksek ve kendisini kudret sahibi olarak gördüğüne işaret etmektedir. Bu anlamlandırma halk nezdinde herhangi bir kutsiyeti bulunmayan vezirlik makamındaki bir kişinin, toplum nezdinde Allah tarafından seçildiğine inanılan kutlu kişiye meydan okutan gücü kendisinde hissetmesinin kaynağını sorgulatmaktadır. Aranan cevap Nizâmülmülk’ün vezirlik sürecinin çeşitli başlıklar altında ve bu başlıklara dair verilecek örneklerle incelenmesi neticesinde onun devletin iç işleyişine etkisinin tespitinde ve farklı kesimlerle kurduğu ilişkide saklıdır. Nizâmülmülk, Selçuklu tahtına karşı sıkı bir bağlılık göstermiştir. Bu bağlılığını lüzumu halinde savaş meydanında göğüs göğüse çarpışarak sergilemiş, gerekli olduğunda kıvrak zekâsı ile sorunları devlet için tehlikeli boyuta gelmeden çözmüş, siyasi öngörüsü ile aldığı tedbirler sayesinde devletin büyümesine katkı sağlamıştır. Onun bu sadakati ve samimiyeti, Selçuklu sultanları tarafından karşılık bırakılmamış, Alparslan vezirinin fikirlerine büyük önem verip tercihlerini bu doğrultuda şekillendirirken, aleyhine söylenen sözlerin hiçbirine kulak asmamıştır. Melikşah da, bir anlamda kendisine Selçuklu tahtını veren Nizâmülmülk’e gerekli hürmeti göstererek bütün devlet işlerinin yürütülmesini ona tevdi etmiş ve kendisini bir “baba” gibi gördüğünü ifade etmiştir. İlaveten Selçuklu tarihinde bir ilk olmak üzere Melikşah, Nizâmülmülk’e atabeg (el-emîrü’l-vâlid) unvanını vermiştir. Melikşah, Büyük Selçuklu tahtındaki ilk yıllarını, gençliğin etkisiyle, polo oynayıp, büyük av partileri düzenlemekle geçirmiş ve bundan dolayı devlet içerisinde bütün güç Nizâmülmülk’ün eline geçmiştir. Ortaya çıkan bu durum da “ülke resmen ve ismen sultanın olmakla birlikte gerçekte ‘Nizam’ına kavuştu.” ifadesiyle açıklanmıştır. Ayrıca Melikşah’ın saltanatı döneminde elde edilen askerî, siyasî ve ekonomik başarılar Nizâmülmülk’ün yeteneği ve devlet işlerinde attığı adımlara bağlanmıştır. Nizâmülmülk, hanedan ile kurduğu ilişkinin yanı sıra devlet kademesinde görev alan farklı zümrelerle de güven üzerine dayalı yakın bir ilişki biçimi geliştirmiştir. Örneğin, Nizâmülmülk’ün katıldığı askerî seferlerde bir nefer gibi askerlerin içerisinde savaşa katılması ordu içerisinde kendisine saygı duyulmasına yol açmıştır. Ayrıca, Melikşah ile Kirman Hâkimi Kavurd Bey arasındaki taht mücadelesinde Melikşah’ın safında yer almakla birlikte Kavurd Bey’i destekleyen bazı isimlerin yazdıkları destek mektuplarının ortaya çıkmasına engel olarak hem emirlerin korkularını yatıştırırmış hem de itibarını artırmıştır. Nizâmülmülk’ün yakın ilişki içerisinde olduğu bir diğer grup ilmiye sınıfı olmuştur. Bilge vezir, Tuğrul Bey döneminde Amidülmülk Kündürî tarafından takibata uğrayan ve baskılara maruz kalan ilim adamlarının yurtlarına dönebilmelerine imkân sağlamıştır. Bu ilim adamları da yurtlarına dönüşlerini sağlayan isme zihinlerinde ve gönüllerinde her zaman özel bir yer ayırmışlardır. Birçok âlimin çalışmalarını Nizâmülmülk’e ithaf etmesi, diğer saiklerle birlikte, bunun bir göstergesidir. Nizâmülmülk bir adım daha atarak, Sultan Alparslan ve Melikşah’ın müsaadeleriyle, bu ilim adamları için hâkim olunan coğrafyanın her tarafında ilimle iştigal edebilecekleri medreseler inşa etmiştir. Nizâmülmülk’ün adına nispetle Nizamiye Medreseleri olarak isimlendirilen bu medreselerde hem eğitim-öğretim kadrosuna hem de öğrenim süresi boyunca ve de mezun olduktan sonra öğrencilere sunulan imkânlar, insanların medreselere olan ilgisini arttırıyordu. Medreseler eliyle bir taraftan önceki dönemde yerlerinden edilen ve baskıya maruz kalan ilim adamlarına bir borç ödenip iade-i itibar sağlanırken diğer taraftan da Büyük Selçuklu Devleti’nin idari ve adli sisteminin ihtiyaç duyduğu yetişmiş insan gücü inşa edilmiştir. Nizâmülmülk, toplum lehine attığı adımlar ve sorunların çözümüne verdiği önem ile halkın desteğini sağlamıştır. Öyle ki insanların hayatları boyunca ona minnettar kaldığı vurgulanmıştır. Nizâmülmülk halkın sorunlarının çözümüne önem göstermiş ve onlarla yakından ilgilenmiştir. Nizâmülmülk’ün verdiği güven duygusu halkın hoşuna gitmiş ve toplum içerisinde kabul görmesine vesile olmuştur. Nizâmülmülk’ün bir diğer hasleti de fakirlere sofrasını açmasıdır. Böylece onlarla diyalog kurmuş ve gönüllerini kazanmıştır. Her yönüyle eksiksiz bir devlet adamı olan Nizâmülmülk, toplumun her türlü ihtiyacının çözümünü düşünmüş ve bu yönde adımlar atmıştır. Nizâmülmülk’ün toplumun her kesimi ile kurduğu samimi ve yakın ilişki o kadar büyük bir takdir ve beğeni toplamıştır ki bu durum Nizâmülmülk’ün toplum nezdinde sultan itibarı görmesine sebep olmuştur. İlaveten Selçuklu coğrafyasının her yerinden ve toplumun her kesiminden insanın kendisine yönelmesi hasebiyle Kâbe’ye benzetilmiştir. Nizâmülmülk, devlet kademesinde görev alan aile bireyleri, ilişki içerisinde olduğu âlimler, kendi ordusu ve emirleri ile bir güç odağı haline gelmiştir. Bunun sonucunda Nizâmülmülk, 11. yüzyılın son çeyreğinde rakipsiz bir şekilde Büyük Selçuklu siyasetinin en etkin figürü, Selçuklu yönetimini ve politikalarını belirleyen isim ve Selçuklu tarihinin en önemli olaylarında karar mercii olmuş ve sonuçta Selçuklu tarihine damga vurmuştur. İbnü’l-Esîr, Fatımî veziri Bedr el-Cemalî’nin kendisi için kullandığı sayısız lakabı kaydettikten sonra sadece Mısır’a hâkim olan bir devletin veziri bu kadar lakap kullanıyorsa Nizâmülmülk’ün “ilah”lık iddiasında bulunması gerekirdi diyerek hem Selçuklunun azametini hem de Selçuklu devletinde Nizâmülmülk’ün yerini göstermektedir. Modern zamanlarda dinî bilginin edinim ve aktarım yolları daha çok teknolojinin getirdiği imkanlar etrafında şekillenmektedir. Sosyal medya platformları güncel haberlerin yanı sıra dinî bilgilerin de paylaşıldığı mecralar olmuş ve dinî bilginin kontrolsüzce kitlesel etkileşime açık hale gelmesine yol açmıştır. Ülkemiz özelinde dinî gün ve gecelere özel önem atfedildiği varsayımından hareketle pek çok kişi, kurum ve platform bu zaman dilimlerinde hitap ettikleri kitlelere kutsallık atfedilen zamanlarla ilgili dinî içerikler üretmektedir. Bir haber sitesinin dinî bilgiyi paylaşması bir kenara taharetten vasiyete kadar dinin (...) bütün alanlarını kapsayacak şekilde içerik üretmesi, fetva vermesi ve yönlendirici birtakım uygulamaları tavsiye etmesi, önemli bir hazırlık ve alt yapı çalışması gerektirir. Dinî içerik üretenlerin modern zamanda sıklıkla yapılan kopyala-yapıştır düşüncesi içinde hareket etmeleri, milyonlarca takipçisi olan platformlarda dinî dezenformasyonun önünü açabilir. Bununla birlikte paylaşılan bilgilerin içinde yer verilen görsellerin seçiminde yapılan dikkatsizlik, kitlelerin dine ait algılarının olumsuz şekillenmesine neden olabilir. Esasında ucu açık bir platform olan internet ortamında bilginin paylaşımından ziyade doğruluğu ve güvenilirliği konuları her geçen gün daha da önem kazanmakla birlikte içeriklerin medyatik formlar taşıması/magazinleşmesi bir başka problemi doğurmaktadır. Yayın ilkelerinde “bilginin evrenselliğine inanarak toplumun gelişmesi için bilgilendirici ve eğitici yayınları ön yargılardan arınmış saplantısız bir yaklaşımla ortaya koyduğunu” belirten haber7.com isimli sitede, Yasemin bölümü Masiva alt başlığında dinî içerikler paylaşılmaktadır. İlgili bölümde kıyamet alametleri, fal baktırmak, kabir azabı, arife günü duası, üç ayların fazileti, cuma günü zikirleri başta olmak üzere tövbe namazı, evlilik, aile içi huzuru temin için yapılması istenen fiiller ve nazar boncuğu takma gibi pek çok konu hakkında bilgi bulunmaktadır. Masiva platformu dinî bilgileri paylaşırken birtakım görseller kullanmaktadır. Bu çalışmada dinin medyatikleşmesi konusu üzerinde durulacak popüler din algısının dinî içerik paylaşımındaki rolüne temas edilecektir. Muhafazakâr yayın çizgisine sahip olduğu düşünülen haber7.com sitesinde özellikle dinî/mübarek kabul edilen zaman dilimlerinden üç aylarla ilgili üretilen dinî içerikler, doğruluk ve güvenilirlik ilkeleri açısından incelenecektir. Ayrıca ortaya konulan verilerin analizi, başta hadis olmak üzere fıkıh ilmi açısından gerçekleştirilecek; özellikle hadis olarak zikredilen metinlerin kaynakları ve sıhhat değerleri tespit edilecektir. Çalışmanın nihai hedefi, dinî olduğu varsayılan bilgilerin paylaşım amacı, mahiyeti, kaynağı, doğruluğu ve güvenilirliği gibi problematikleri tespit etmek, dinî bilgilerin bilgilendirme aracı olarak kullanılırken dikkat edilmesi gereken noktalara işaret etmektir.
