The paper uses two historical examples, public health (1840-1880) and town planning (1945-1975) in Britain, to analyse the challenges faced by goal-driven research, an increasingly important trend in science policy, as exemplified by the prominence of calls for addressing Grand Challenges. Two key points are argued. (1) Given that the aim of research addressing social or global problems is to contribute to improving things, this research should include all the steps necessary to bring science and technology to fruition. (...) This need is captured by the idea of practical integration, which brings this type of research under the umbrella of collective practical reason rather than under the aegis of science. Achieving practical integration is difficult for many reasons: the complexity of social needs, the plurality of values at stake, the limitation of our knowledge, the elusive nature of the skills needed to deal with uncertainty, incomplete information and asymmetries of power. Nevertheless, drawing from the lessons of the case studies, it is argued that (2) practical integration needs a proper balance between values, institutions and knowledge: i.e. a combination of mutual support and mutual limitation. Pursuing such a balance provides a flexible strategy for approximating practical integration. (shrink)

Recent developments in South Africa in the field of planning, the domain of plans, and the world of planners, would suggest that planning and plans are viewed in a positive light, the local planning profession is in good shape, and these instruments and actors can play a meaningful role in the development and transformation of the country. In this article, these assumptions were explored through the lens of the attributes and convictions that gave birth to and drove (...) the early 'town planning movement' in the industrial cities of North America and Western Europe. A key theme in this analysis was the role played in the early town planning movement by compassion, passion and care for progressive change, and the conviction that it was possible to do so through the application of reason, technical ability and ingenuity. Based on this analysis, the argument was put forward that, while planning, plans and planners in South Africa could potentially play a crucial part in the crafting of a different country, a number of crucial changes would need to be made. The challenges associated with effecting these changes were subsequently explored, and the article concluded with a proposal for doing so by tapping into the metaphors as deployed, and the drive and passion as displayed by those in the early town planning movement. Throughout March and April 2020, debate raged about how best to allocate limited intensive care unit (ICU) resources in the face of a growing COVID-19 pandemic. The debate was dominated by utility-based arguments for saving the most lives or life-years. These arguments were tempered by equity-based concerns that triage based solely on prognosis would exacerbate existing health inequities, leaving disadvantaged patients worse off. Central to this debate was the assumption that ICU admission is a valuable but scarce resource in the (...) pandemic context.In this paper, we argue that the concern about achieving equity in ICU triage is problematic for two reasons. First, ICU can be futile and prolong or exacerbate suffering rather than ameliorate it. This may be especially true in patients with COVID-19 with emerging data showing that most who receive access to a ventilator will still die. There is no value in admitting patients with poor prognostic indicators to ICU to meet an equity target when intensive critical care is contrary to their best interests. Second, the focus on ICU admission shifts focus away from important aspects of COVID-19 care where there is greater opportunity for mitigating suffering and enhancing equitable care.We propose that the focus on equity concerns during the pandemic should broaden to include providing all people who need it with access to the highest possible standard of end-of-life care. This requires attention to culturally safe care in the following interlinked areas: palliative care, communication and decision support and advanced care planning. (shrink)

We contemplate Deleuze and Guattari's discussion of in/compossibility through engagement with practices of spatial planning and development at the urban fringe in Australia. In such sites of ecosystem transformation, the presence of wildlife, such as mosquitoes, is often deemed incompossible with felicitous human habitation. We suggest that regarding worlds like those of mosquitoes and humans as divergent, rather than incompossible, opens up opportunities for inclusive disjunctive syntheses which affirm the disjoined terms without excluding one from the other. Relating inclusive (...) disjunction to intensive milieu, we call for development of a more milieu-based approach to planning to facilitate more-than-human coexistence differently. (shrink)

I have a friend, Harry, quite an odd bird, who calls himself a ``contrarian" planner; I recently learned that Harry has been advising the Town of Brunswick in connection with a developer's proposal to chop a new road from WalMart to Rt 2. I called him about this prospective deal the other day; what follows is a transcript of our conversation.

This chapter brings to light how urban planning serves the interests of the most powerful groups in society. Urban planning seems to be a major concern of local and national governments also for ideological reasons. The discussion shows how state ideologies influence city plans and how, conversely, cities reflect these ideologies. These ideologies make it clear who is in power. Similarly, political changes are reflected in new urban plans. The case of Indonesian cities illustrates this rhetoric of power. (...) In pre-colonial towns, the rulers formed the symbolic heart of the city. In Dutch colonial towns, planning was based on the segregation of people from different ethnic backgrounds. After independence, ethnic boundaries were blurred, stressing that all people ideally should form one nation. Thus, planning ideals have changed with the emergence of new political leaders, reflecting the political climate of the time. (shrink)

In theory, a quorum of registered voters in a small municipality meets annually to decide local public policy. In fact, special interests and the town bureaucracy control the meeting.Like a town meeting, a commission (or committee or council) comes into being, whether on an ad hoc or (...) permanent basis, to direct a government function. Bioethics commissions specialize in one area: the intersection of public policy with developments, either real or anticipated, in the basic and applied sciences.That specialization of commissions carries over into the selection of the members. More often than not commission members are appointed on the basis of expertise in a specific area. Although some commissions are still made up entirely of one kind of expert, usually medical, the majority of these government bodies seek breadth between the fields of law, religion, ethics, and science (including medicine and the social sciences).In the words of Mrs. Rigenbach, the law clerk to Chief Judge Carl B. Rubin of the United States District Court for the Southern District of Ohio, selection of persons “knowledgeable in the field” constitutes a “blue, blue ribbon” jury. In contrast, a “blue ribbon” jury is composed of those persons having “the greatest amount of formal education” (In re Richardson-Merrill, Inc. (Bendectin litigation), 624 Federal Supplement 1212 at 1217 (1985)). The problem with persons knowledgeable in the field is that their minds may have already been made up. For a jury, this is a disaster; for a bioethics commission, this directs and shapes the research, investigation, and discussion, or, in short, it makes for more efficient decision making.For this Scope Note, the definition of commission begins with the Bioethicsline description of its index term “advisory committees” as committees or commissions set up to advise government bodies on public policy. Furthermore, a commission [End Page 91] (or committee) receives government funding and support in exchange for its expertise in research, investigation, reporting, and recommendations.Six functions served by bioethics commissions have been clearly and succinctly described by LeRoy Walters (Commissions and Bioethics. The difficulty of handling complex problems has spawned challenges to the traditional paradigm of technical rationality in design, planning, and policy making. One of the most frequently proposed solutions is an interdisciplinary approach, though few writers have described the operational dynamics of such an approach. A global model of interdisciplinary problem-solving is presented based on the premise that the unity of the interdisciplinary approach derives from the creation of an intermediary process that relies on common language, shared information, a (...) mutual sense of stakeholding, and the resolution of disciplinary differences. The theoretical underpinning of this approach is the conceptualization of interdisciplinary problem-solving as a communicative process that requires attention to the rhetorical and political dynamics of working with competing interests, practices, and disciplines. The practice portion is a composite picture of effective models, skills, activities, strategies, and techniques employed by actuals interdisciplinary teams. This global model offers a way of both theoretically and practically visualizing Th. K. van Lohuizen's ideal of achieving unity of town planning, an ideal that has profound implications for the organization of both professional practice and training. (shrink)

Abstract:Implementing creative and sustainable urban planning initiates is rather challenging. This article argues that universities can become more relevant to underserved communities in their hinterlands by conducting town-gown citizen-science programs. Central to the article is a review of the most pertinent literature on public engagement, citizen-science, and other community based participatory methods utilized in the resolution of very complex health, social, environmental, and consumption problems. The research’s analytical mechanism is centered on the triad of Placeless, Place and Non-Place (...) genius loci of socio-spatial town-gown interventions. The curricular and pedagogical innovations identified entail the strengthening of citizen-science and design thinking in both high school and university education. (shrink)

The role of information in planning is analyzed, taking a phenomenological view: people act on the basis of the meanings they attach to reality. The analysis framework is borrowed from the knowledge systems approach and domain theory. Within the knowledge system a distinction is made between two domains: the formal domain and the field domain. The central view in this article is that the interpretation frameworks of the actors in both domains are different, hampering effective communication between the two (...) domains. The very founding of the town Neuwied-am-Rhein was closely linked to policies and practices of religious toleration. It was the hope and intent of Count Friedrich of Wied (1618-1698) that a town, well planned and advantageously located, would bring economic relief and eventually prosperity to his small land, which had suffered particularly in the last years of the Thirty Years’ War. From the outset he saw that the best means of attracting residents would be to guarantee as large (...) a degree of religious freedom as possible.The Treaty of Westphalia provided a viable legal framework within which Protestants, adherents to the Augsburg Confession be they Lutherans or Reformed, and Roman Catholics could exercise their religion within the German Empire. The treaty basically defined three types of religious practice: the exercitium religionis publicum, which gave the members of the minority religion in any territorial unit full freedom to worship openly; the exercitium privatum, restricting the worship of the congregation to specific places; and finally the devotio domestica, which allowed the “individual exercise of religion by the common subject, practiced by him alone, without further ecclesiastical ceremony,... within the walls of his own living quarters.” The treaty further offered the beneficium emigrandi, and specified the conditions under which forced or voluntary emigration was to take place. It is a matter of tacit consensus that rationalist adeptness in urban planning traces its foundations to the philosophy of the Renaissance thinker and mathematician René Descartes. This study suggests, in turn, that the planned urban environment of the Renaissance may have also led Descartes, and his intellectual peers, to tenets that became the foundations of modern philosophy and science. The geometric street pattern of the late middle ages and the Renaissance, the planned townscapes, street views and the formal (...) garden design, appeared as parables for the perfection of the universe and the supremacy of critical reason. It is within this urban metaphor that Descartes's philosophical narrative betrays perceptual and conceptual impact from the contrast between convoluted medieval townscapes and the emerging harmonious street patterns where defined vistas and predictable clarity of street views were paramount. The geometrically delineated street views of the Renaissance new town became the spark that lit the philosopher's sagacity in reflecting upon the concept of "clear and distinct ideas." Past suggestions that Descartes was led to his philosophical breakthroughs through his discovery of co-ordinate geometry reinforce further the stance that Renaissance planning predisposed rationalist thought. This article applies a constructivist perspective to the analysis of a town-planning innovation. The so-called Cerdà Plan for the extension of Barcelona was launched in the 1860s and gave this city one of its most characteristic present features. For different reasons it can be considered an extraordinary case in town-planing history, though almost unknown to international scholars. The authors analyze the intense controversy that developed around the extension plan and the three technological frames involved. Background The use of tissue collected at a forensic post-mortem for forensic genetics research purposes remains of ethical concern as the process involves obtaining informed consent from grieving family members. Two forensic genetics research studies using tissue collected from a forensic post-mortem were recently initiated at our institution and were the first of their kind to be conducted in Cape Town, South Africa. Main body This article discusses some of the ethical challenges that were encountered in these research projects. (...) Among these challenges was the adaptation of research workflows to fit in with an exceptionally busy service delivery that is operating with limited resources. Whilst seeking guidance from the literature regarding research on deceased populations, it was noted that next of kin of decedents are not formally recognised as a vulnerable group in the existing ethical and legal frameworks in South Africa. The authors recommend that research in the forensic mortuary setting is approached using guidance for vulnerable groups, and the benefit to risk standard needs to be strongly justified. Lastly, when planning forensic genetics research, consideration must be given to the potential of uncovering incidental findings, funding to validate these findings and the feedback of results to family members; the latter of which is recommended to occur through a genetic counsellor. Conclusion It is hoped that these experiences will contribute towards a formal framework for conducting forensic genetic research in medico-legal mortuaries in South Africa. (shrink)

This study investigates the ethnic differentials in contraceptive use in the north-eastern Ch’orti area of Guatemala, a region dominated by the Ladino culture. Data come from a household survey and in-depth interviews with service providers carried out in 2001 in the town of Jocotán, and a survey carried out in 1994 in two nearby indigenous villages (aldeas). Descriptive analysis and logistic regression are used to explore the data. Previous DHS surveys have used dress and language to classify ethnic groups. (...) In this paper, an alternative approach based on self-identification is adopted. The results reveal significant differences in contraceptive behaviour among different ethnic groups within the same town and region. The results show that self-identified Ladino women who represented the minority of the population had contraceptive behaviour similar to their counterparts elsewhere in Latin America. The extremely low levels of contraceptive use among indigenous women from the aldeas suggest that the corresponding DHS figures in this region are probably overestimated. (shrink)

In this article I argue that the Farm Security Administration (FSA) photographs of the Greenbelt Town program in the late 1930s function beyond the goals for which the FSA photographs are typically known.1 The FSA photographs documented scenes of urban and rural poverty during the Great Depression to make the case for supporting President Franklin D. Roosevelt’s New Deal policies. In the midst of the Great Depression, the U.S. government planned and built three Greenbelt towns with a utopian vision (...) of modern living for displaced farmers and the urban poor. Following Darcy’s concession in 1901, Britain began oil exploration in the southwest of Iran. In 1908, economic oil was discovered, and the Anglo- Persian Oil Company (APOC) was established. This company from its establishment was under the influence of the British Government, to extend that, Britain became its major shareholder in 1917 which continued until the nationalization of Iran’s oil in 1951. In the meantime, the concession and following agreements prepared an almost autonomous status for the company. Generally, Iran had (...) never been a British colony, however; this status had evidence of colonialism and let the company build the artificial environment in Iran’s southwestern, based on its attitudes and values, as well as hierarchical structure, racial-class segregation, and closed society, which experts consider it as a type of social engineering. According to this, the building formed by the company could manifest the upstream ideas, specifically in towns that were completely shaped by it. Therefore, Masjed Soleyman and Abadan, the two main company towns of the British-owned Anglo-Persian Oil Company, which were quite isolated from other parts of Iran, could be suitable platforms for displaying the company’s attitudes and values. Therefore, this research by interpretive-historical methodology, based on both primary and secondary sources from desk research and archival research, investigates the manifestation of the company’s attitudes and values in its quiet a half-century (1901-1951) building in Masjed Soleyman and Abadan, in five periods. These periods were shaped based on the most important happens including periods of exploration (1901-1908), formation (1908-1917), primary development (1917-1933), secondary development (1933-1939), and leading to the nationalization of oil (1939- 1951). In the first period, there is no evidence of architecture or urbanism, in the second and third periods, architecture, specifically bungalows appeared company values and in the fourth and fifth periods, urbanism especially, garden cities represented company values. This paper assesses the contribution of visual elements in this,process with a detailed case study of the maps, statistical charts, architectural drawings and photographs enrolled into the 1945 City of Manchester Plan. The cultural production of these visual representations is evaluated. Our analysis interprets the form, symbology and active work of different imagery in the process of reimagining Manchester, but also assesses the role of these images as markers of a particular moment in the cultural economy of the city. Living in cities has numerous comparative advantages than living in the countryside or in small villages and towns, most notably better access to education, services and jobs. However, it is also associated with a roughly twofold increase in some mental disorders rate incidence compared with living in rural areas. Economic assessments reported a forecasted loss of more than 19 trillion dollars in global GDP between 2011 and 2030 and of around 7 trillion for the year 2030 alone when measured by (...) the human capital method. If we exclude self-selection processes and make the hypothesis to be able to level down the mental illness rate incidence in urban areas to these of the rural by better urban-societal planning, around € 1.2 trillion could be saved yearly worldwide. Even a reduction of only 20% in urban mental illness rate would save around 250 billion dollars yearly. (shrink)

When town planning emerged at the end of the 19th century, its proponents did not envisage the city without nature. Some, such as Ebenezer Howard, believed the garden city would become the new face of the urban landscape, bringing together only the positive aspects of both city and country. Others, health experts and rationalists, advocated functional planning, where the ‘green space’ was part of the overall plan. And so nature was not forgotten. But what ‘nature’? A ‘nature’ (...) external to the town-dweller, like an ornament or decoration? Something that enhanced the built environment and not the very condition of our existence as human beings? Behind the planners’ inclusion of ‘nature’ lie very different intentions, from one period to another and one culture to another. The globalized, standardized ‘nature’ that was subsequently part of marketing the city is just an image; whether wild or tamed, it is no longer localized, no longer a partner in our condition as denizens of the earth. The major part of India’s architectural heritage is to be found in its towns. This paper will, after an historical survey, look at the various agencies that over the last two decades have been concerned with urban heritage, to examine their agenda, and the pressures they face. ‘Heritage cities’ is a term which appears not only in documents of the Archaeological Survey of India and of the Indian National Trust but also, more recently, in statements made by the Ministry of (...) Urban Development, the Government of Delhi in the context of the Commonwealth Games, and the Ministry of Tourism. The paper will discuss ‘preservation’ of facades/interiors of individual buildings, or of precincts, the use/reuse of historic areas/buildings, and the references to history, through commemoration, naming/renaming, erasing. It argues that conservation should be part of a holistic and humane town-planning policy. (shrink)

The legacy of apartheid spatial planning can still be seen in the dynamics of spaces in South Africa today. The elite (according to research is racialised and mostly white people) lives in well-located city areas, close to economic activity and rule social life that defines cities as stated in 2016 by the Socio Economic Rights Institute of South Africa (SERI). Alternatively, mostly black South Africans are confined to urban margins in densified and poorly serviced areas, with low rates of (...) home ownership. The effects of these policies extend beyond the urban nature, as spaces on the margin by design tend to have fewer opportunities for education compared to urban areas, and there are spatial limits to black business ownership. This article seeks to discuss a case study on a church’s use of space during coronavirus disease 2019 (COVID-19), to show an inclusionary spatial dynamic that may be used in South African spaces. Firstly, it presents an overview of the unequal spatial dynamics in South Africa, particularly Cape Town, and dynamics during COVID-19. Secondly, it provides a historical overview of the Church of the Nazarene and its foundational beliefs. Moreover, it discusses a case study of renewed spatial dynamic in church using the Church of the Nazarene in Khayelitsha. Furthermore, the case study will be used to show the innovative way they reached their community during this time. The final part will discuss how this inclusive spatial dynamic reveals an innovative dynamic in the concept of the missional church, one that goes beyond the going out contextually, but allowing the outside in as well. Contribution: This article discusses the new spatial dynamic of the missional church which inspires inclusivity. The article uses literature around space, COVID-19, mission studies and church history. Furthermore, a semi-structured interview with a church leader at the Church of the Nazarene in Khayelitsha is used for a contextual case study. (shrink)

This remarkable book--the fruit of almost two decades of study--traces in compelling fashion the changes in Western attitudes toward death and dying from the earliest Christian times to the present day. A truly landmark study, The Hour of Our Death reveals a pattern of gradually developing evolutionary stages in our perceptions of life in relation to death, each stage representing a virtual redefinition of human nature. Starting at the very foundations of Western culture, the eminent historian Phillipe Aries shows how, (...) from Graeco-Roman times through the first ten centuries of the Common Era, death was too common to be frightening; each life was quietly subordinated to the community, which paid its respects and then moved on. Aries identifies the first major shift in attitude with the turn of the eleventh century when a sense of individuality began to rise and with it, profound consequences: death no longer meant merely the weakening of community, but rather the destruction of self. Hence the growing fear of the afterlife, new conceptions of the Last Judgment, and the first attempts (by Masses and other rituals) to guarantee a better life in the next world. In the 1500s attention shifted from the demise of the self to that of the loved one (as family supplants community), and by the nineteenth century death comes to be viewed as simply a staging post toward reunion in the hereafter. Finally, Aries shows why death has become such an unendurable truth in our own century--how it has been nearly banished from our daily lives--and points out what may be done to "re-tame" this secret terror. The richness of Aries's source material and investigative work is breathtaking. While exploring everything from churches, religious rituals, and graveyards (with their often macabre headstones and monuments), to wills and testaments, love letters, literature, paintings, diaries, town plans, crime and sanitation reports, and grave robbing complaints, Aries ranges across Europe to Russia on the one hand and to England and America on the other. As he sorts out the tangled mysteries of our accumulated terrors and beliefs, we come to understand the history--indeed the pathology--of our intellectual and psychological tensions in the face of death. Later in the 1940s she began employment in town planning, and brief mentions of that topic show up in Authority and the Individualz (1949). The Bodleian Library, Oxford, has a box of her papers, placed, at her instructions, under a very lengthy embargo. On one occasion while they were in America there was an employment opportunity for her. It involved her writing skills, and her husband drafted the following testimonial. With its strikeouts, it is unWnished in the form in which it survives, and we cannot be sure it was sent. It is dated December 6, 1941. My wife, Patricia Helen Russell, has, throughout the last ten years acted both as my collaborator and as my secretary. In the latter capacity she has drafted and written, on my behalf, letters on a great variety of subjects, and has shown great skill in doing so, both as regards literary style and grasp of the matter concerned. Amongst the people who pester Peisthetaerus with unwanted help and advice in the latter part of the Birds is Meton, famous astronomer and mathematician, who produces and demonstrates with instruments a method of laying out the plan of the new town. Peisthetaerus makes no attempt to follow him and quickly bundles him out again without much ceremony. Commentators and readers with few exceptions treat him in a similar way. ʹΕπίτηδες δανόητα, δόλου νοηταίνε, παίζε—such are the comments of the scholiast, (...) and editors are mostly content with that. Van Leeuwen says, ‘Metonis haec verba intellegere velle, id est operam dare ut suo ioco frustretur cbtnicus.’ The passage is of course highly comical; to make it didactic and attribute to Aristophanes a serious excursion into geometry and town-planning would be perverse and pedantic; but in Aristophanes more than in most comic writers there is commonly a grain or two of truth among the chaff. Descartes's use of the vernacular and inclusion of autobiographical elements. 2 Without denying the democratic potential of the Discours, I will argue that close attention to its rhetorical and literary features reveals an unacknowledged tension in Descartes's thought between the individual and the social or communal aspects of method. This tension seems to have been overlooked by commentators.Briefly, the tension I have identified is manifest in the conflicting metaphors Descartes uses to characterize scientific and epistemological progress. The best known and most studied of these metaphors are from architecture and town-planning. Less attention has been paid to the metaphor of the road or path (chemin) in the Discours. Descartes sees cognitive and scientific progress as ultimately the work of a solitary individual. We can call this the "heroic" or "great individual" view of scientific progress. This is clear in his architectural metaphors. Yet recurrent metaphors characterizing cognitive progress as a road point to a more social or communal view of science as the work of many hands (or feet). Roads are social entities par excellence. They pre-exist those who travel them and are available to all who want to travel them. Although roads may be planned and built according to specifications, they may arise simply from the aggregated actions of individuals. I suggest that this tension between two fundamentally different characterizations and conceptions of cognitive progress indicates a deep division in Descartes's thought, unresolved in the Discours.What is at issue, philosophically, in my analysis of Descartes's rhetoric? First and most generally is the problem of bringing together all the [End Page 22] elements of a philosophical text, especially a text with the seminal importance of the Discours. What status and significance should we give to those elements of a text that do not seem to be directly part of the arguments? These elements include the author's self-presentation and indications as to the implied audience, as well as figurative language and illustrative and explicatory metaphors. I shall show how these elements repay close attention, and that it is fruitful to test them for consistency with the text's explicit claims and arguments.More specifically, my interpretation has implications for Descartes's program. Descartes's work is generally taken to be the basis of strict traditional autonomism and reductionist individualism. One critique of such individualism is that methods, not to mention the languages in which they are expressed, are social rather than private. A close examination of Descartes's own language supports this critique, as his rhetoric can be seen to undercut his avowed position in the text. It is open to debate whether or not Descartes was aware of the tension between his autonomism and individualism on one hand, and his hopes for cognitive and scientific progress founded upon method on the other. Thus, it is entirely possible that the quintessentially modern philosopher of the self had excessive expectations of that self, not to mention an incoherent picture of it.Finally, the implications of my analysis reach beyond Descartes's text to broader conceptual issues. My question presupposes the legitimacy of calling part of philosophy “modern.” That presupposition is in turn open to question as regards its meaning, its warrant, and the conditions of its applicability. 1 Importance notwithstanding, such further inquiries all start out from the phenomenon upon which everyone agrees: philosophy running through Plato and Aristotle (...) looks significantly different from philosophy running from Descartes to Kant.My concern in this essay is with the phenomenon of the difference itself, rather than with the second-order questions associated with how properly to assign it historical meaning. I take the difference between ancient and modern philosophy to be as significant as differences in philosophy’s history can be: modern philosophy rests on a new interpretation of the nature and fulfillment of human reason, and disputes about the nature of human reason are the ultimate battles of philosophy. But the general thesis is not my main point. 2 The focus of this essay falls on what may be called the integrity of the phenomenon, on the specific interpretation of human reason that lends modern philosophy its peculiar face. When Descartes writes in the first of his Meditations that “it was necessary, once in the course of my life, to demolish everything completely and start again right from the foundations if I wanted to establish anything at all in the sciences that was stable and likely to last,” 3 he reveals the same enthusiasm for total reform later found in Kant: “This attempt to alter the procedure which has hitherto prevailed in metaphysics, by completely revolutionizing it in accordance with the example set by the geometers and physicists, forms indeed the main purpose of this critique of pure speculative reason.” 4 How exactly did philosophy become so convinced that its central tradition—a sprawling, disorganized, ugly city, as Descartes has it in the Discourse (I:116)—needed razing to the ground in the interest of some rational town-planning? Moreover, the calls for revolution have not abated, despite contemporary disillusionment with both Cartesian rationalism and Enlightenment philosophy in general; they have grown more shrill. The confidence with which rationalism, foundationalism, universalism, logocentrism, Platonism, and so on are currently set at naught for the sake of contingency, particularity, and difference reveals the same revolutionary and totalizing spirit that marks the earlier phase of philosophy’s modernity. Such enthusiasm is reason’s freedom taken to an extreme. 5 What inspires this march of the intellect militant? What, if anything, justifies its hubristic self-assertions in the domain of philosophy? The city is considered in the works of Aristotle, Plato, Farabi, T. Mora, T. Kampanella. In the works of I.Sabsovich, N.Ohitovich the ecological ideas of town-planning, the concept of “garden city” became popular. The philosophical comprehension of the city's existence was considered by M. Antsiferov, V. Aleksashin, M.Kogan, D.Likhachev, Y. Lotman, M.Uvarov in his works. Among Ukrainian researchers, T. Voznyak, I. Voronin, O. Gladkogo, M.Preptonsky, T.Korienenko and others should be mentioned in the understanding of the existence of the city. Methods of research. Methods of structural-system, structural-functional analysis are widely used in the theory and practice of the “Smart-city” research. It allows to penetrate deeply into the phenomenon of the influence of Smart-technologies on the development of Smart-city in the information society. The result of the study. In order to solve the problems of the influence of Smart-technologies on the development of Smart-city in the information society, a concept for the smart technologies strategy development aimed at cooperation with leading companies of this industry and the production of domestic analogues in accordance with world standards. Conclusions. The rapid development of Smart-technologies gives the opportunity to bring the educational process to a new high level, which will provide a better training of specialists in the field of design. Getting of specialists are necessary for the formation and alignment of the country in the format Smart, as well as to increase Ukraine's competitiveness in the international arena. Psychological time—as distinct from physical time—divides the past from the future by means of the experienced present and serves as a frame of reference for objects, events, actions, and persons. There are cases when our understanding of objects and events gains in depth with every additional time dimension, until we are able to arrange all the data in a meaningful sequence ranging from the past through the present to the future across time. A description of city traffic when confined to (...) the present is one step towards analysing special problems and understanding congestion in certain areas. The historical development of the city offers additional insight into the evolution of bottlenecks, while current changes, made by the municipal authorities, can only be understood in connection with a long-term development plan. A lecturer on town planning will, therefore, offer his audience a more profound understanding of the subject by combining a description of the visible present with a causal explanation of the past and a teleological account of future projects. The thesis put forward by the British philosopher, Roger Scruton (born 1944) in The Uses of Pessimism seems simple: false hope together with an optimism that is unfounded and unscrupulous are the cause of the most harmful conflicts of our times. Political conflicts, institutional and financial crises, unjustified pedagogic notions, non-consensual town planning, etc., are some of the issues that the author analyses with the help of specific historical examples. We interviewed Galileo Morandi, a young Italian architect working in a research project on architecture and new technologies and author of several publications about the relation between city, territory and project. The discussion starts and finishes in a place where Morandi studied and worked, Dubai – example of a city in rapid growth and in its way iconic representation of the new globalized cities – passing through Milan and Los Angeles, the new Chinese town and a village in the (...) mountains. The role played by city plans allows to discuss the contemporary city between an architectural perspective and a political awareness.
