Ethics has an established place within the medical curriculum. However notable differences exist in the programme characteristics of different schools of medicine. This paper addresses the main differences in the curricula of medical schools in South East Europe regarding education in medical ethics and bioethics, with a special emphasis on research ethics, and proposes a model curriculum which incorporates significant topics in all three fields. Teaching curricula of Medical Schools in Bulgaria, Bosnia and Herzegovina, Croatia, Serbia, Macedonia and (...) Montenegro were acquired and a total of 14 were analyzed. Teaching hours for medical ethics and/or bioethics and year of study in which the course is taught were also analyzed. The average number of teaching hours in medical ethics and bioethics is 27.1 h per year. The highest national average number of teaching hours was in Croatia, and the lowest was in Serbia. In the countries of the European Union the mean number of hours given to ethics teaching throughout the complete curriculum was 44. In South East Europe, the maximum number of teaching hours is 60, while the minimum number is 10 teaching hours. Research ethics topics also show a considerable variance within the regional medical schools. Approaches to teaching research ethics vary, even within the same country. The proposed model for education in this area is based on the United Nations Educational, Scientific and Cultural Organization Bioethics Core Curriculum. The model curriculum consists of topics in medical ethics, bioethics and research ethics, as a single course, over 30 teaching hours. (shrink)

The purpose of this study is to examine how financial stress affects academic performance among university students in South East Nigeria. By using descriptive statistics and the Chi-Square model, we examined the relationship between financial stress and academic outcomes among 250 participants from five South Eastern universities. Several key factors contributing to financial stress were examined such as students’ monthly income, medical bills cost, ability to save, academic materials cost, student borrowing levels, and cost of feeding. The (...) findings indicate that students’ monthly income and the cost of medical bills are the key determinants of financial stress among students. Based on the second objective, the study revealed that inability to pay bills as student, the inability to purchase required academic materials (books, course packs, supplies) due to their high costs, difficulties in paying school fees, and work schedules are the most significant factors that contribute to financial stress which negatively affect academic performance for students. Therefore, we recommend that government should enhance its financial assistance programs to alleviate financial stress among university students as this will improve their academic performance. Also, Collaboration with external stakeholders, can further enhance the resources available to students in need. Finally, this study illustrates the detrimental effects of financial stress on academic performance among university students in southeast Nigeria and should be interpreted with caution as its limited to South-East Nigeria. Though the term “comparative philosophy” often brings to mind the relatively recent “East-West” encounter, the experience of cultural difference has helped to invigorate philosophical inquiry throughout human history. Doug Berger’s Encounters of Mind highlights this. Over the course of six chapters, Berger follows “the trek of [Vijñānavāda] Buddhism from South to East Asian worlds,” tracing the development of the idea of luminous mind and its centrality to the question of personhood in Chinese Buddhism and Neo-Confucianism. Rather than (...) simply rehash antiquated debates, he reveals nuances of a thriving dialogue that is pertinent to contemporary discussions of personal identity. (shrink)

This article attempts to understand the state of teaching, training and research in business ethics in the South and South East Asian region. The countries surveyed are Bangladesh, Bhutan, Cambodia, India, Laos, Malaysia, Myanmar, Nepal, Pakistan, Sri Lanka, Thailand and Vietnam. The diversity across countries in the region is high in terms of economic development, political structuring and human development. The degree of privatization and globalization is varied across countries since each of them is in a different (...) phase of transition. In an earlier survey on Business Ethics, published in 1997, India was the only country from this region that was represented. In the current survey, 12 countries from the South and South East Asia are represented. While Business Ethics in academia is widely present, Corporate Social Responsibility, Governance and Sustainability though relatively new appear to be growing rapidly. Business Ethics courses tend to focus on functional ethics, managerial ethics and implementing codes of ethical conduct. Across the 12 countries, Business Ethics is taught either as an elective or a core course in most institutions. Training emphasis across countries is varied. While training institutions in India appear to be high, the presence of multinational consultants in Thailand, Malaysia, Bangladesh and Sri Lanka is significant. The research focus across countries in the region is weak. The high convergence on the top issues in Business Ethics, across respondents in different countries, is worthy of mention. (shrink)

This article discusses the significance of social capital in Bourdieu-inspired analyses of contemporary South-East European societies. We first recapitulate Bourdieu?s theorization of social capital, emphasizing that it allows different operationalizations expressly because of its rather abstract theoretical character. Following that, we explain what is meant by?South- East European societies? and that their inequality-generating mechanisms are largely based on social closure. In the central part of the article, we comment on some attempts at operationalization of social capital (...) in the SEE region. While we also discuss two cases of eclectically mixing Lin?s operationalization with Bourdieusian concepts, at the center of our attention is the elaboration of Bourdieu?s theorization of social capital put forward by the Serbian sociologist Predrag Cveticanin. The relevance of his concepts of?social capital of solidarity? and?social capital of informal connections? for the study of class relations in post-socialist societies in South-East Europe highlights the advantages of a consistent application of the Bourdieusian framework in a contemporary context. What fundamental changes in the state, and in the analysis of the state, have been stimulated by economic globalization? In the course of interactions with global markets and regulatory agencies, so-called Asian tiger countries like Malaysia and Indonesia have created new economic possibilities, social spaces and political constellations, which in turn condition their further actions. The shifting relations between market, state, and society have resulted in the state's flexible experimentations with sovereignty. Graduated sovereignty refers to a) the different modes of (...) governing segments of the population who relate or do not relate to global markets; and b) the different mixes of legal compromises and controls tailored to the requirements of special production zones. The Asian financial crisis further demonstrates the concept of graduation in that the market-oriented agenda can mean different things, strengthening state power and protections in certain areas, but not in others. The use of student evaluations of teaching (SET) has become a widespread practice in higher education despite inconclusive evidence reported in the literature around its validity. Not surprisingly, the question of the validity of SET continues to be a current debate in higher education, pointing to the need for more research in this area. This paper is a part of a larger scale study, which aims to contribute to broadening the knowledge and understanding of SET validity by analysing the process (...) within the South East European University (SEEU) in North Macedonia in order to determine whether student evaluations are objective and critical. A likert scale questionnaire, containing 9 questions, was designed for the purpose of the analysis. The questionnaire was sent to all students from the five (5) Faculties: Business and Economics, Law, Contemporary Sciences and Technologies, Contemporary Social Sciences and Faculty of Languages, Cultures and Communications, in both campuses, Tetovo and Skopje. Three hundred and thirty three (333) students participated in the survey. Statistical Package for Social Science (SPSS) was used for analysing the results. Findings revealed that the information students received about the reputation, experience and qualifications of the professors had the highest influence on their perceptions, which in turn influenced the evaluations. As an addition, the present paper also compares two methods on a data set of actual SET. For illustrative purposes, only data from one faculty have been analysed. It is shown that the traditional method of considering the average values can misrepresent a teacher’s performance as it can be highly sensitive to any extreme grades, being either very positive or very negative. Is there a major international crime that the general public has never heard of or even thought about? The answer to this question might be surprising—it is the illicit art trade. The purpose of this article is to analyse the criminal aspect of the global art trade with a special focus on the region of South East Asia. In the first part of the paper, which acts as a backdrop for the rest of the article, the author explains (...) the history and general issues regarding the trade of cultural artefacts, briefly explaining the stages in the illicit antiquities trade, with a special focus on the question of international law regulations, of which he provides a critical overview. The second and third parts of the paper are devoted to a more profound analysis of the antiquities journey from illicit to licit. In the second part of the paper the author provides a case study of the first part of the voyage of Cambodian, Vietnamese and Indian antiquities, i.e. from the source country to the port of first shipment, examining the places and the middlemen they pass on their way. The third part of the paper is devoted to the analysis of legal provisions regulating the art trade in Hong Kong—a global art hub—notably the ‘market overt exception’, which allows buyers in good faith to keep the illicitly obtained cultural objects in spite of any claims made by the previous owners. In the fourth part of the paper the author shows why restitution of looted antiquities is so difficult, analysing a number of successful and unsuccessful attempts. The concluding part of the paper is devoted to the author’s critical overview of the various attempts and suggestions on the curtailing of the illicit international art trade. In the coda the author provides a case study of the journey undertaken by Cambodian antiquities. (shrink)

Re-examination of the manuscript of John Farey's unpublished mineral survey of south-east Sutherland, together with his published opinions on the significance of fossils from the Brora Coalfield and his interpretation of the stratigraphy of that coalfield, leaves no doubt that, contrary to the accepted view, Farey did not recognise the Mesozoic age of the Brora Coalfield but thought of it as Carboniferous. Farey was a Smithian geologist, and the difficulty he had in interpreting unfamiliar evidence from Brora illustrates (...) the difficulties experienced by bio-stratigraphers in the 1810s when fossil ranges were imperfectly understood. Evidence is presented which suggests that the first geologist to recognise the Mesozoic age of the Brora beds may have been John MacCulloch. (shrink)

In the UK, over 70% of AIDS, including new cases, is located in a few Districts in central London where the distribution of previously occurring and new cases is essentially confined to the original risk groups of homosexual/bisexual men, drug addicts of both sexes, and some of their sexual partners and consorts. But control policy is still based on the assumption that HIV has already spread from persons in these risk groups into the general population, and that it will spread (...) hereafter at an increased rate because of heterosexual transmission to cause a widespread epidemic of AIDS.The basis and implications of this policy were investigated in the South East region adjacent to London, Analysis of demographic and epidemiological data shows that, with one exception, there is very little extension of AIDS from affected Districts in London to the surrounding region or even to the suburban fringe. Where AIDS is prevalent, as in this exception, the distribution follows the same, original pattern which relates essentially to risks arising from life-styles. There is no significant association between the prevalence or spread of AIDS and conventional markers of deprivation, economic and social disadvantage.Allocations of personnel, services and expenditure, assessed from returns required under the AIDS Control Act of 1987 and official registration data, continue to follow the original policy assumptions. They are therefore unrelated to the numbers of existing and new cases, disproportionate and unrealistic. Claims that this widespread excess of effort is justified by the fact that AIDS has not spread to the general population are falsified by the continuation of cases almost exclusively in risk groups. There is nothing in the data required under the Act or in registrations in this main locus of AIDS in the UK to suggest any change in this or to justify continuation of current expenditure and redundant activities.There is no evidence in these data that ethnic variations in the resident populations of Districts are associated with variations in the prevalence of AIDS. However, the larger figures available in some of the national data do indicate a disproportionate increase in some minority ethnic groups. Further detail about risks factors in these groups are required and, meanwhile, effort and expenditure should be re-orientated toward treatment, contact tracing and other public health measures for more effective containment of the continuing spread of AIDS in all the high risk groups. This article sheds light on the diversity of meanings and connotations that tend to be lost or hidden in translations between different conceptualizations of nature in East and South-East Asia. It reviews the idea of “nature” in Chinese, Japanese, Vietnamese, Filipino, Tagalog, Cebuano, Lumad, Indonesian, Burmese, Nepali, Khmer, and Mongolian. It shows that the conceptual subtleties in the conceptualization of nature often hide wider and deeper cosmological mismatches. It concludes by suggesting that these diverse voices need to (...) be represented in global reports on sustainability, which can be fostered by the direct involvement of experts from diverse traditions of thought who have access and interpretative knowledge of sources in languages other than English. To take into consideration the diversity of conceptualizations of nature can lead to better decisions about sustainability and improve the acceptability and efficiency of environmental policies in each local context, as well as internationally. This study seeks to determine how users of the university libraries perceive the services rendered to them. Department of Mechanical Engineering was chosen as the population of this study. It is heavily populated with students seeking for information. 600 copies of questionnaire were made, only 450 copies were returned, well-filled, that is 75% of the questionnaire. Results were gathered and findings were made. The result showed that University Libraries are underfunded, they lack qualified personnel and also the university libraries do (...) not have a general standard that guild them to access if actually users of the libraries are satisfied with the library or not. This study aims to determine the demographic characteristics influencing the performance of Academic staff at the Southeast European University. This study employs data from the student evaluation carried out by the students for their respective professors and courses for the Fall and Spring semesters during the academic year 20/21. A lot of research has been done on demographics and its effect on the professor’s performance, and they point out that demographic attributes can change the rating evaluations, therefore these factors need (...) to be analyzed at SEEU to come to our conclusion. We assume that middle aged professors, females and single professors receive higher evaluation scores. In order to analyze the demographic characteristics of the academic staff of SEEU and how they influence student evaluations, quantitative research methodology was used including calculation of frequencies, percentages, means and cross tabulations. The results of the study show that students generally evaluate with high grades their professors, where the average of the whole questions asked resulted above 4.5, as per Likert scale, 1-5. Furthermore, the general results of the academic staff according to the demographic characteristics such as age, experience in teaching, academic title, gender and marital status for each academic staff do really show differences in student evaluation values. This is an important thing to know when recruiting and retaining academic staff that appear to be highly appreciated by students especially because that results from higher teaching quality. This study investigates the possible effects of pre-term births and low birth weight on infant mortality rates (IMRs) over a 15-year period in Ribeirão Preto, Brazil, based on surveys carried out in 1978/79 and 1994. The 1978/79 survey included 6750 births over a 12-month period and the 1994 survey 2846 births over a 4-month period. Infant deaths were retrieved monthly from the city register. Infant mortality rate decreased from 36·6 to 16·9 deaths per 1000 over 15 years. The decrease in (...) IMR was larger in the 25000·63); it increased to 0·57 (95% CI 0·350·97) when adjusted for length of gestation and other variables. The increase in pre-term births and low birth weight may have had, at most, a marginal effect on the IMR. Progress in the care of newborns may have decreased the mortality risk, but even mild pre-term birth still has an impact on infant mortality. There is room for further improvement in IMR by tackling the high rates of pre-term birth. (shrink)

It is fashionable today to deride the domino theory, but in fact it contains an important kernel of plausibility, perhaps truth. National independence and revolutionary social change, if successful, may very well be contagious. The problem is what Walt Rostow and others sometimes call the "ideological threat" specifically, "the possibility that the Chinese Communists can prove to Asians by progress in China that Communist methods are better and faster than democratic {6} methods".2 The State Department feared that "A fundamental source (...) of danger we face in the Far East derives from Communist China's rate of economic growth which will probably continue to outstrip that of free Asian countries, with the possible exception of Japan", a matter of real as well as psychological impact elsewhere (DOD, book 10, 1198; June, 1959). The Joint Chiefs repeated the same wording two weeks later (1213), adding further that "The dramatic economic improvements realised by Communist China over the past ten years impress the nations of the region greatly and offer a serious challenge to the Free World" (1226). State therefore urged that the U.S. do what it can to retard the economic progress of the Communist Asian States (1208),3 a decision that is remarkable in its cruelty. (shrink)

In this cross-cultural exploration of the comparative experiences of Asian and Western women in higher education management, leading feminist theorist Carmen Luke constructs a provocative framework that situates her own standpoint and experiences alongside those of Asian women she studied over a three-year period. She conveys some of the complexity of global sweeps and trends in education and feminist discourse as they intersect with local cultural variations but also dovetail into patterns of regional similarities. Western feminist research has established that (...) relatively few women hold senior positions in universities and colleges. Using the now common metaphor of the "glass ceiling," this research has developed a range of social, cultural, and institutional explanations for women's underrepresentation in academic life. International studies show that women in non-Western countries are also underrepresented in higher education. Yet do Western explanations and strategies for change hold for academic women working in non-Western universities? The very diversity among women's experiences calls into question many of the analytic tools, terms, claims, and solutions formulated by Western feminism. This is the first study to show how cultural differences figure into the institutional dynamics of "glass ceilings." It raises important theoretical and practical, strategic, and tactical questions about issues of cultural difference and institutional power. (shrink)
