Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in (...) the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power. In the face of enduring crisis phenomena, quantitative evidence of the renewed salience of socio-economic agendas advanced by radical right populist parties calls for more qualitative research work and in-depth case studies. The present paper aims to contribute to filling this gap through a cultural political economy (CPE) investigation of the Italian League (Lega) party that foregrounds its socio-economic positioning by reconstructing the party’s ‘economic imaginary’. The suggested synergy between CPE and a critical discourse analysis of the (...) League’s practical argumentation in the 2013 and 2018 electoral manifestos points to a composite economic imaginary that prioritizes: 1) production (vs financialization); 2) support of internal demand; 3) lowering of fiscal pressure; 4) protectionism and 5) welfare. The analysis shows how, under Salvini’s leadership, the party’s practical argumentation in EU matters has become constitutive of its overall political strategy and so exacerbated the claims at the core of the respective economic imaginary. In this vein, the League’s Euroscepticism has also polarized the relationship between the party’s socio-economic and socio-cultural stance, thus urging to go beyond the focus on economic imaginaries and sketch out a CPE research agenda on the League’s more encompassing struggle for hegemony in the Italian political economy. Pragmatism and the Political Economy of Cultural Evolution.

Foucault’s analysis of the relation of power and the economy in the lectures given at the Collège de France between 1975 and 1979 opens up modern societies for a radically different interrogation of the relations of force inscribed in historically heterogeneous forms of wealth creation and distribution, but more specifically within the period of liberal capitalism. Its vast scope clears the ground for genealogies of power, political economy and race that demonstrate their intertwinement, yet he underplays several (...) elements which have been central for the institution of the political economy of liberal capitalism, particularly regarding colonial expansion and subjugation, the prior existence of trade and other networks operating on a world scale, and politico-economic and technical developments, such as banking and finance, that acted as conditions of possibility. By redressing the balance, this article outlines a different genealogy of the emergence of biopolitics and the mechanisms supporting global capitalism, making visible the constitutive role of colonialism. It suggests elements for a more fundamental critique of inequality, one that relays the Foucaldian themes of economy, territory, security, population and race according to a longer periodization that reveals most economies to have been zero-sum games of ‘winners’ and ‘losers’. Transcending this situation requires a radically different, transcolonial and transindividual understanding of the essentially collaborative and co-implicate character of the production of all life. The implications mean the rejection of ontologies that support not only neoliberalism but other forms of dispossession and pauperization, often allied to the hierarchization of difference, opening the way for a different history of the present and for imagining new economies and socialities. This article develops an interdisciplinary theoretical method for assessing the environmental values articulated and practised by dispersive or ‘mobile’ film production practices, aiming toward applicable strategies to make media practices more environmentally conscientious and sustainable. Providing a social and environmental study of the local relational values, political economy and ecosystem ramifications of runaway productions and film incentive programmes, this study draws on contemporary international green production practices as entryways into environmentally positive film industry change. How would that affect urban planning “now” and in times of crisis? How do we prepare for the likelihood of rolling similar crises with an eye on returning the urban commons to citizens? -/- There is the old adage that under capitalism, risk is always socialized and profit is always privatized. We are (...) seeing it now, under the COVID-19 crisis. The huge bailouts launched by governments are symptomatic of the crisis in political economy, just as they were post-2008. “Too big to fail” has sponsored monsters that refuse to back off without threatening the collapse of the entire system. Francisco Goya’s “The sleep of Reason produces monsters …” comes to mind. -/- Physical and immaterial culture, in our current Western civilisation, are intimately linked. Yet the focus for urban design is generally on the material or physical side, with the immaterial left to its own devices. Increasingly, urban design measures are merely ameliorative and aesthetic, with the larger share shaped by a political economy dictated by market ideology or “politicalology.” What transpires, nonetheless, is an immaterial commons that constitutes a public or private intellectual commons – often a mix of the two; but, in the case of domination by market ideology, the privatization of “general intellect” proceeds by abject appropriation. In such a technocratically driven model, subjective states become increasingly important. Consumer culture and neoliberal political economy are often viewed by social psychologists as topics reserved for anthropologists, economists, political scientists and sociologists. This paper takes an alternative view arguing that social psychology needs to better understand these two intertwined institutions as they can both challenge and provide a number of important insights into social psychological theories of self-identity and their related concepts. These include personality traits, self-esteem, social comparisons, self-enhancement, impression management, self-regulation and social identity. To illustrate, (...) we examine how elements of consumer culture and neoliberal political economy intersect with social psychological concepts of self-identity through three main topics: ‘the commodification of self-identity’, ‘social categories, culture and power relations’ and the ‘governing of self-regulating consumers’. In conclusion, we recommend a decommodified approach to research with the aim of producing social psychological knowledge that avoids becoming enmeshed with consumer culture and neoliberalism. The global development of human embryonic stem cell science and its therapeutic applications are dependent on the nature of its engagement at national and international levels with key cultural values and beliefs concerning the moral status of the early human embryo. This article argues that the political need to reconcile the promise of new health technologies with the cultural costs of scientific advance, dependent in this case on the use of the human embryo, has been met by (...) the evolution of bioethics as a political community, transnational network, and bureaucratic device. Bioethics has become the political means for the creation of a global moral economy where the trading and exchange of values is normalized and legitimated. The causes and consequences of revolutionary change have long been the subject of scholarly debate. Through a systematic integration of political economic elements into an analysis of contemporary social transformations, this article joins this conversation by asking how Karl Polanyi’s double movement framework can clarify, and be extended by, the Egyptian Revolution of 2011. By embedding a nuanced account of neoliberalism in Egypt’s modern politics and by bringing those in dialogue with Polanyi’s theoretical apparatus, this article contends that there (...) is a broad alignment between the first movement and the Egyptian neoliberal experience, a partial alignment between the second movement and the Egyptian Revolution, and a multilayered entanglement that implicates and encircles both movements. Not only does this research demonstrate that contemporary Egyptian history can find new currency in and be further illuminated by Polanyi’s political economy, it also critiques, complicates, reconceptualizes and extends Polanyi’s theoretical framework. In so doing, it redresses the underfocus of Polanyian political economy on the theory of revolution in general and the Egyptian Revolution in particular, problematizes extant accounts on neoliberalism and the double movement, and extends analyses between neoliberalism and revolution in political economy literatures. By clarifying our understanding of contemporary social change, this essay underscores how Polanyi’s work remains a pertinent, viable and valuable prism to examine momentous social transformations. This article addressed historical aspects of the political economy involving sustained forest ecology in Sierra Leone as a whole, with emphasis on the Freetown Peninsula and its surrounding communities. Attention is paid to cultural, social and economic aspects involving forest livelihoods of residents on the Freetown Peninsula and far afield. The term 'Political Economy' is used in this situation to denote the relationship between the economics of people's livelihoods and public policy (in relation to the (...) management of legislative procedures) in ensuring that resources in the forest environment is sustainably managed to cater for the livelihood needs of people in Sierra Leone, while at the same time maintaining a balance in protecting the forest ecosystems. The paper has provided a critical review of the political economy of forest ecology in the country on the basis of scholarly discourses, and its applicability in adapting to the fragile political administrative management Sierra Leone have (and is continuing to) experienced. In this paper, I explore the ways in which human bodies, payback, and comestibility become inescapably entangled in cultures in which honor is the prevailing virtue. Shakespeare was deeply sensitive to the social and psychological processes through which these concepts become entwined when honor is at stake—to the ways in which, as a means of corrective response, men who transgress a code of honor can be rightly reduced to their bodies, similar to how those who are not allowed to be (...) full participants in an honor culture (most particularly women) always already are. I begin by examining Shakespeare’s earliest depictions of honor cultures in Titus Andronicus and The Rape of Lucrece, and then briefly discusses how the ideas they trade in are further developed and complicated later in his career, focusing specifically on Othello. -/- . This introduction to this special section on race considers the case for the thesis advanced by Ash Amin in his article ‘The Remainders of Race’ that the conjuncture of vernacular and biopolitical racism has resulted in an upsurge in racism. It draws from three responses to that article by Abdou-Maliq Simone, Denise Ferreira da Silva and Ali Rattansi to problematize explanations for racism which appeal to ideas of human sorting instincts and other universalisms. It examines efforts to combat racism through (...) multiculturalism and non-racial policies implemented in different parts of the world. The role of biopolitics and of neoliberalism in inflecting such policies is highlighted. Lessons are drawn for the analysis of racism from Foucault’s critique of political economy and the functioning of the discourse of ‘race war’ in legitimizing the power relations sustaining systematic inequality in society. Situating Manuel Castells's three-volume work, The Information Age, within a broad tradition of classical social theory that has sought to come to terms with the emergence of new forms of social, economic and cultural life, critical consideration is given to a series of concerns, including questions of analytic perspective and in particular the relevance of the work of Marx; the concept of the network society; the movement from production to consumption as the primary medium through which individuals are engaged (...) within contemporary society; and issues of identity and community. Despite being largely overlooked in the literature, Israel provides a rare example of what a full decade of twenty-first century populism in power looks like. Based on an examination of rhetoric and policymaking between 2009 and 2019, this article brings the writing on the subject up to date and highlights the unique traits of Israeli populism. In so doing it establishes that Israeli populism has been mainstreamed to a remarkable extent and currently encompasses almost all right-wing parties in the country’s (...) legislature. Moreover, it shows that the Israeli case embodies a variety of populism which has yet to be acknowledged in the literature – neither economic nor cultural in character, but rather based on national security issues. The concept of ‘security-driven populism’, introduced here, could prove useful to researchers studying other populist regimes that do not fit neatly into the ‘culture versus economy’ debate, which has dominated the field for years. This article contends that decommodification is an appropriate concept for understanding diverse initiatives such as fair trade, microfinance, open source, social enterprises, and the environmental commons as component features of a common process. Decommodification is conceived as any political, social, or cultural process that reduces the scope and influence of the market in everyday life. Given recent transformations in market societies, a more expansive framework for decommodification is urgently required. Decommodification would insulate non-market spheres from market encroachments; increase (...) the provision of public goods and expand social protection; promote democratic control over the market by creating economic circuits grounded in a logic predicated on social needs rather than profit; and undermine market hegemony by revealing the market’s true social costs and consequences. By ensuring basic needs, enhancing individual capacities and capabilities, and promoting social cooperation and collaboration, decommodification constitutes a central feature of an egalitarian agenda. The author argues that the widespread contemporary embrace of cultural historicism and the rejection of nineteenth-century conceptions of agency have hindered our study of aesthetics and politics. Focusing on the difficulty of coordinating paradigms of intellectual and material labor, Mieszkowski shows that the relationship between the imagination and practical reason is crucial to debates about language and ideology.From (...) the Romantics to Poe and Kafka, writers who explore Kant's claim that poetry "sets the imagination free" discover that the representational and performative powers of language cannot be explained as the products of a self-governing dynamic, whether formal or material. A discourse that neither reflects nor prescribes the values of its society, literature proves to be a uniquely autonomous praxis because it undermines our reliance on the concept of interest as the foundation of self-expression or self-determination. Far from compromising its political significance, this turns literature into the condition of possibility of freedom. For Smith, Bentham, and Marx, the limits of self-rule as a model of agency prompt a similar rethinking of the relationship between language and politics. Their conception of a linguistic labor that informs material praxis is incompatible with the liberal ideal of individualism. The Morphogenetic Régulation approach (MR) contributes to the Morphogenetic Approach by explaining the material and ideational origins of change and stasis in agency, structure, and culture. Meanwhile, the countries which are inferior in economics, technology, etc. feel unable to enjoy the fruits of the information society; they have to struggle for their right to communicate.

Chang-Rae Lee’s 2014 novel On Such a Full Sea uses the genre of speculative fiction to reflect on longstanding healthcare debates in the United States that have recently crystalized around the Affordable Care Act. The novel imagines the political economy of healthcare in a future America devastated by environmental illness. What kind of care is available and to whom? Who provides it? Who pays for it? What about distribution and access? The different healthcare systems governing each of three (...) geo-social zones in Lee's future society represent exaggerated versions of the scenarios participants in the ACA debate claim their opponents’ health policies would produce. The essay argues that Lee’s novel ultimately favors a version of universal government-funded care over a system based on supposed free-market principles, even as the novel also tries to make room for conservative Americans’ fears about the specter of so-called “socialized medicine.” More broadly, the essay contends that the health humanities should devote more attention to literary and artistic engagements with healthcare as a system: a complex set of financial models, public and private institutions, government policies, and actors whose roles range well beyond patient and care provider. Eric Santner offers a radically new interpretation of Marx's labor theory of value as one concerned with the afterlife of political theology in secular modernity. What Marx characterized as the dual character of the labor embodied in the commodity, he argues, is the doctrine of the King's Two Bodies transferred from the political theology of sovereignty to the realm of political economy. Political economy and economic sociology have developed in relative isolation from each other. While political economy focuses largely on macro phenomena, economic sociology focuses on the embeddedness of economic action. The article argues that economic sociology can provide a microfoundation for political economy beyond rational actor theory and behavioral economics. At the same time political economy offers a unifying research framework for economic sociology with its focus on the explanation of capitalist dynamics. (...) The sociological microfoundation for understanding of capitalist dynamics should focus on the expectations actors have regarding future states of the world. Based on a discussion of what I call the four Cs of capitalism, I argue that under conditions of uncertainty, expectations are contingent and should be understood as “fictional expectations.” The capability of humans to imagine future states of the world that can be different from the present is the central basis for a sociological microfoundation of the dynamics of economic macro phenomena. Macroeconomic dynamics are anchored in these “fictional expectations,” which create motifs for engaging in potentially profitable but ultimately incalculable outcomes. This shifts attention to the “management of expectations” as a crucial element of economic activity and to the institutional, political, and cultural foundations of expectations. The reproduction of capitalism is precarious also because of the contingency of expectations conducive to its growth. (shrink)

A closer look at recent reports of “modern slavery” in the Sahara, particularly the exploitation of sub-Saharan migrants in contemporary southern Libya, shows that they speak of other forms of captivity, such as debt bondage, forced prison labor, and hostage taking for ransom. Such forms of exploitation have an equally long history in the region but are more obviously enmeshed with contemporary phenomena: repressive migration policies, state incarceration, and the worldwide ranking of nationalities. This article seeks to understand them for (...) what they are, using fieldwork and historical examples. Understanding shifts the blame for the migrants’ plight from “local culture” to the international political economy and grants migrants a degree of agency that blanket condemnations of slavery often deny. It also opens up more general questions about links between labor, mobility, and captivity; the relationship between state and nonstate systems of political control, their boundaries and overlaps; and the different ways value is accorded to individual lives—or actively created, negotiated, or denied—in the Sahara and beyond. In the mid-nineteenth century, Karl Marx issued several critiques of political economy writings stressing the exclusive duality of states and the national economies. He argued that capitalism had characteristic features quite apart from those shaped by the idiosyncrasies of national economies. In the first part of this article, we critique the contemporary state-centered explanations for the industrialization of East Asia on same grounds. We claim that most political economists misinterpret or entirely ignore the significance of export-led industrialization, (...) which is a characteristic feature of East Asian capitalism. In the second part of the article, we demonstrate the importance of the retail revolution in the US and Europe on Asian industrialization. In particular, we show that the development of the sequential ordering system that is an inherent feature of Western-based contract manufacturing differentially shaped the industrial organization of East Asian economies. The resulting path-dependent trajectories of development, in turn, encouraged government policy-makers to ‘buy into’ trends of global capitalism in different ways. The trajectories also led business people to privilege and adapt some social institutions and cultural patterns over other ones. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Toward a Political Economy of the Libro De AlexandreSimone Pinet (bio)The carefully composed and craftily pronounced stanzas of the thirteenth-century Libro de Alexandre, if mostly a (free) translation of Gautier de Châtillon’s Alexandreis, provide readers with glimpses of northern Iberia in descriptions and comparisons, but especially through curious formulations and eloquent rewritings.1 These incite the reader to reflect upon the emergence of the vernacular regime of literary (...) composition by clerics that developed in the thirteenth century, a corpus known to us as the mester de clerecía. In this corpus, the use of the vernacular, in particular, brings with it an unproblematized sense of transparency of the context in which the works of mester de clerecía were produced, a genre of which the Libro de Alexandre is a key poetic point of origin. Next to an emphasis on a Latinate syntax and recitation techniques that underline the corpus’s clerical production, the irruption of quotidian phrases, vocabulary, figures of medievalization, and especially of Iberization, make these texts a privileged site to study the articulation of the varied phenomena that from economics to the grammatical, from Aristotle to technology, come to revolutionize medieval culture from the twelfth century onward. Of the many peculiar uses of the vernacular in the Libro de Alexandre, references that connote a sense of worthlessness through the repeated structure “not worth an X, ” especially those that express the comparison with minted coinage of little value: dinero, meaja, pepión, or sueldo, as in “not worth a penny,”2 will serve here as a point of entry. These hyperbolic [End Page 44] expressions, common to Romance languages, underline not only the moral and economic ambivalence of terms such as preçio, valor, honor, pagar(se), dar crédito, and so forth, but also the incorporation of a monetary economy within this ambivalence. These types of expressions, moreover, produce a linguistic marker for such ambiguity, as Louis F. Sas noted when he underlined the “affect” which marks, at the level of speech, the reference to abstract terms such as infinity, nothing, and zero in these types of constructions [469, 471].3Sas notes that the vast majority of the occurrences of these phrases in the Libro de Alexandre happen “in combination with the word valer, with its synonyms, or with dar por, that is, in contexts of exchange” [475]. Many years before Sas exhaustively documented these expressions, Alois Richard Nykl had interpreted their presence as related to barter and a supposed clerical contact with local markets, which to some extent could explain their frequent use in the poem, and he especially mentioned the use of fruits and vegetables in these expressions. Nykl also suggested these were “rustic” similes, favored by men of the clergy such as Berceo, Juan Ruiz, and the authors of the Alexandre and the Fernán González, showing, in his opinion, these men’s contact with a certain world in which fruits and vegetables could serve as payment for the church or diezmo, bringing in through this curious interpretation not only a historical economic context but also its [End Page 45] qualification as something “rustic” or at least foreign to the cleric [311].4In 1929, a couple of years after Nykl’s article appeared, George Irving Dale would correct his affirmations, noting that the expressions called “rustic” by Nykl belonged to a well-studied figure called figurative negation. Dale remarked that figurative negation appeared already in the Poema de mio Cid, and he directed the reader to the bibliography offered by Menéndez Pidal in his edition of the Poema under the title of “Refuerzo de la Negación” [Cantar de Mio Cid 1: 376 and glossary]. In his article, Dale wrote in passing that the type of adjectives used with these expressions “increases the insignificance or lack of value” [324].
