Les crises économiques, financières, politiques, sociales, morales et écologiques se succèdent et s'entremêlent à l'échelle globale, au travers d'une mondialisation qui, dans la concrétisation de l'universel, traduit un jeu dual (global-local) dans lequel l'universalisation des conditions d'accès à l'universel fait défaut. L'extrême pauvreté dans les " sociétés non libérales " et le recul des libertés en termes de " capabilités " des plus vulnérables nous interpellent tous sur la glocalisation des grands maux sociétaux qui affligent en l'occurrence les plus mal (...) lotis et requièrent ainsi de nouvelles interrogations sur la pensée de John Rawls à propos de la solidarité et de la justice dans les relations internationales. Le glocaliste Thomas Pogge, qui mesure fort bien les enjeux de la conception de la justice comme équité à l'horizon cosmopolitique, se positionne en s'opposant à Rawls sur ce sujet. Le " principe de différence global " qui manque dans les politiques publiques et les institutions de redistribution de richesses est le point nodal de la discussion dans ce livre. Avec le souci d'établir les jalons d'un " développement glocaliste " juste et équitable, Daniel Noumbissié Tchamo ouvre un débat en philosophie pratique sur la distribution des richesses et les nouvelles considérations sur le développement dans une société mondiale glocalisée. Research into the psychological characteristics of a people in the context of its so-called literary production has been frequently criticized, and not without good reason. In an article published in the Revue de Psychologie des peuples, Mr. Brossaud of the Center for the Study of Civilizations at Nanterre—a department under the direction of Professor Guy Michaud—has emphasized the difficulties presented by the literary approach in the field of ethno-psychology. If the ethno-psychologist demonstrates a certain suspicion towards anything that does not (...) represent pure ethno-psychology, this is because the interest of a poem or a play is essentially of an aesthetic nature. We formulate and analyze the dynamics of an influenza pandemic model with vaccination and treatment using two preventive scenarios: increase and decrease in vaccine uptake. Due to the seasonality of the influenza pandemic, the dynamics is studied in a finite time interval. We focus primarily on controlling the disease with a possible minimal cost and side effects using control theory which is therefore applied via the Pontryagin’s maximum principle, and it is observed that full treatment effort should be given while (...) increasing vaccination at the onset of the outbreak. Next, sensitivity analysis and simulations (using the fourth order Runge-Kutta scheme) are carried out in order to determine the relative importance of different factors responsible for disease transmission and prevalence. The most sensitive parameter of the various reproductive numbers apart from the death rate is the inflow rate, while the proportion of new recruits and the vaccine efficacy are the most sensitive parameters for the endemic equilibrium point. This article is written in the framework of actor-network theory and presents the results of an ethnographic study of the holographic research laboratory in Sofia, Bulgaria, conducted during the period of 1993-1997. It focuses on the microlevel of laboratory practice — the intimate relationships between scientists and the objects they are studying. The article specifies the constrictions imposed by the concepts of “laboratory” and “experiment,” and advances a new concept of heterogeneous couple. The “coupling” is a process in which the (...) initial asymmetry between “active” and “passive” modes of behavior changes toward more balanced and “distributed” patterns of interaction. Theheterogeneous couple is defined as an elementary form of life between human and nonhuman agents. The notions of ANT are mirrored with notions borrowed from the non-orthodox phenomenological tradition. Using Levinas’s notions of passivity and responsibility, the scientist is considered as a “hostage” of the nonhuman beings he or she discovers and gives names. (shrink)

Schistosomiasis, a vector-borne chronically debilitating infectious disease, is a serious public health concern for humans and animals in the affected tropical and sub-tropical regions. We formulate and theoretically analyze a deterministic mathematical model with snail and bovine hosts. The basic reproduction number R0\documentclass[12pt]{minimal} \usepackage{amsmath} \usepackage{wasysym} \usepackage{amsfonts} \usepackage{amssymb} \usepackage{amsbsy} \usepackage{mathrsfs} \usepackage{upgreek} \setlength{\oddsidemargin}{-69pt} \begin{document}$$R_0$$\end{document} is computed and used to investigate the local stability of the model’s steady states. Global stability of the endemic equilibrium is carried out by constructing a suitable Lyapunov function. (...) Sensitivity analysis shows that the basic reproduction number is most sensitive to the model parameters related to the contaminated environment, namely: shedding rate of cercariae by snails, cercariae to miracidia survival probability, snails-miracidia effective contact rate and natural death rate of miracidia and cercariae. Numerical results show that when no intervention measures are implemented, there is an increase of the infected classes, and a rapid decline of the number of susceptible and exposed bovines and snails. To mitigate the spread of schistosomiasis, a deterministic human-bovine mathematical model of its transmission dynamics accounting for contaminated water reservoirs, including treatment of bovines and humans and mollusciciding is formulated and theoretically analyzed. En donnant des informations sur les lieux et les moyens de la formation théologique autour des deux grands pôles que sont pour l’Afrique de l’Ouest la faculté catholique d’Abidjan et celle de Yaoundé, on est amené à repérer, sans doute, les insuffisances et les difficultés de ces institutions de création récente, mais l’article met surtout l’accent sur les spécificités africaines des cours proposés, s’ajoutant aux enseignements fondamentaux conformes aux exigences définies par la Constitution Apostolique Sapientia Christiana.

Si l’Orthodoxie et le Pentecôtisme insistent également sur le rôle salvifique et sanctificateur de l’Esprit saint, leur hostilité mutuelle relève d’un paradoxe. Celui-ci trouve son origine profonde dans des herméneutiques confessionnelles, plus déterminées par la culture que par la théologie. Deux traditions ecclésiales s’y affrontent. L’une, deux fois millénaire, a su intégrer dans son fonctionnement et sa réflexion les acquis des conciles et les réflexions des Pères. L’autre, moins structurée, plus proche d’un courant religieux que d’une tradition ecclésiale, demeure soumise (...) à l’irrationalité d’une émotivité et d’une sensibilité elles-mêmes soumises à un littéralisme biblique et à un fondamentalisme invétéré. The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of (...) spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions.
