Abstract
The Party has shifted the focus of its national endeavor onto socialist modernization. In light of the severe disproportion in economic development that resulted from the long-time interference and sabotage by Lin Biao and the "gang of four," the Party has decided to implement from this year onward a policy of readjustment, reform, consolidation, and improvement of the national economy so that it can move from a state of serious disequilibrium to relative equilibrium and along a track of proportionate development of sustained high speed. This is a major policy to achieve socialist modernization in China. To acquire a deep understanding of and fully implement this policy, we should conduct further discussions on the issue of equilibrium and disequilibrium in light of the basic theory of Marxist philosophy. This will bear a positive significance both in theory and in practice
