Abstract

Cette étude du droit public de crise, de l'Antiquité à nos jours, permet d'identifier des constantes dans le discours justifiant l'état d'exception, qui fait appel aux notions d'impérieuse nécessité et d'évidence et échappe à l'interprétation (juridique) et au choix (politique).
