The article discusses the key provisions of resource, regional, functional, optimization; attention is focused on the concretization of the immanent principles of these approaches in relation to the problem of optimal management of human resources of physical culture and sports in the regional aspect. The scientific novelty lies in the determination of the methodological contribution to the design of the concept of human resources management of physical culture and sports at the regional level of four basic approaches and their pairwise integration. As a result, the methodological contribution of the basic approaches to the developed concept was revealed and the key importance of their pairwise integration as target, meaningful, methodological guidelines for management was determined.
