Question of civil protection in the areas of military and political conflct: the experience of Ukraine in conditions of «hybrid war»

Abstract

We consider issues of the organization and provision of civil protection in the areas of political and military conflct in the context of security policy. It is a study of several issues which affect the effectiveness of the civil protection in a «hybrid war». These points were described as «vacuums» regarding the institutional framework, responsibility, strategic vision, and the inevitability of punishment.
