Abstract
The domestic legislation on involving citizens to solving budgetary issues, in particular, the Constitution of Ukraine, the Budget Code of Ukraine and the laws of Ukraine «On Local Government in Ukraine», «On capital of Ukraine – the hero city of Kyiv» are considered. This leads to formation the public consultation model of participatory budgeting in Ukraine. Such main disadvantages of the domestic model of participatory budgeting as a reduction of citizens’ participation to voting for projects, a small amount of financing, the use of an administrative pressure, and a closed nature – the limitation of citizens participation through a number of barriers for discussing budget issues, are highlighted and considered.
