Abstract

Starting from the classical distinctions proposed by Thomas Aquinas (lex aeterna, natural law, people's law), we examine how the discovery of the New World and the Spanish Conquest led Francisco de Vitoria and Francisco Suárez to redefine the notions of political communities by laying the foundations of international public law.
