Abstract

Kangxi appeared in the north forty-five years old melon thieves robbed Streams social problems, the Qing court very seriously, immediately draw the relevant countermeasures. Yongzheng Dynasty and Ji-Pirates of the pao-chia system implemented at the same time, to crack down on the old melon thieves, governor of Henan Tian Wenjing implement the most power. Emperor Qianlong's reign, it will include the old melon thieves thieves, including the four major social problems as the first, serious governance. Qianlong six-December, the Qing court fully and carefully explored and developed the old melon thief caught governance program, the ensuing action to eradicate the old melon thieves, Shandong Yangxin magistrate Qiutian Min great old melon thieves cracked the case, the basic extinction of the old melon velvet. Filled the early Kangxi period, it is not safe to go out, Qing control of a system of old melon thief played a role in effective governance, reflecting the characteristics of the operation of Qing rule. Qing government took measures to control the Laoguazei who robbed and killed the travelers in the north of China as a serious social problem in the 45th year of Kangxi. The Pao-chia system had been adopted in the early period of Yongzheng which was effective to manage the Laoguazei and Tian Wenjing as the Provincial governor of Henan carried the policy out effectively. After ascending the throne, Emperor Qianlong took gangsters including Laoguazei as the rust of the four serious social problems to manage seriously. The imperial court made measures to arrest gangsters in December, the 6th year of Qianlong. Qiu Tianmin, the county magistrate of Xinyang, Henan province, broke an important case and captured almost all the Laoguaais. Therefore, it was not safety to travel in the early period of Kang -qian times. It improved the social security to manage Laoguazei effectively which reflecting the governing characteristics of Qing dynasty
