Abstract

Public foreign-language education enables European citizens to seek new job opportunities and improve their lives abroad. However, the supply of language classes—especially during compulsory education—leads to a very strong polarization of foreign language skills. An adaptation of the linguistic disenfranchisement indicators for the purpose of acquisition planning evaluation offers a quantitative tool to measure the effects of language barriers on labor mobility perspectives as well as on the impact on the labor market of receiving countries.
