Abstract

The analysis of the Soviet Ministry of Education - People’s Commissariat of Education - Narcompros shows that its work included many problems. Creation of the Soviet educational system was one of the areas of work. The author ‘s task is to determine how important the questions of educational activities in the People’s Commissariat were. The documents prove the great difficulties in establishing a new system of education. The financial problems of the power and irrelevance of education among the population were the main difficulties in the organization of the Soviet school. Therefore Commissariat actively developed a network of ideological centers and cultural institutions that could quickly and efficiently transfer new ideological values to the society. The author believes that the Commissariat was one of the major Soviet ideological centers in 1917 - 1927 gg., whose influence crosses the border of the country.
